Regular City Council Meeting <br /> March 14, 2005 <br /> Page 11 <br />comfortable with. <br />Tony stated the second item was to reduce the size of the city staff. Councilman <br />Wilson wants to look further at the prosecutor. He wants to know if the prosecutor <br />is making us a substantial amount of money. He also wants to know if we get rid of <br />the prosecutor will our revenues go down. Tony inquired as to if there were any <br />other staff reductions they wanted him to set aside. There were none. Mayor Fendley <br />proceeded. <br />Tony advised the third change was to change the benefit design of the group health <br />insurance, which would be discussed later that tonight. <br />Tony moved to the next item, which is to improve city purchasing procedures and <br />practices. He inquired as to if there were any reason that we should not proceed with <br />that. There were none. <br />Tony stated the next item is to stop charitable donations. Councilwoman Wilkerson <br />expressed a problem with this topic. She said there are a couple who deliver services <br />to the City that serve the people. Councilwoman Wilkerson recommended some type <br />of contractual basis for these services based on need, such as Children’s Advocacy <br />Center. Mayor Fendley advised they talked about that at budget time and putting it <br />into Karl’s budget. <br />Tony proceeded to the next item which is to reduce operating inefficiencies by meter <br />replacements, meter testing and meter sizing. <br />Tony moved to the last item, which is to reduce external financing costs, replacing <br />vehicles by establishing an equipment replacement pool to internally finance, and to <br />charge on actuary basis. <br />Councilman Wilson said he was extremely uncomfortable with self insurance. Tony <br />Williams explained to Council that the private insurance market ran cities across this <br />State out years ago, because of the increases. Tony stated we are encouraging <br />utilization and to correct that we will have to cut into the benefits. <br />Tony Williams said that he will pull back the staff reductions Council asked for and <br />will get the information about the civil service election process. <br />Mayor Fendley summarized that Tony proceed ahead with addressing the issue of <br />bringing back a proposed combined EMS-Fire Department.
