Council Member Grossnickle agreed that it should go to <br />the voters, but said he would like more information about the subject. It was a consensus of the <br />City Council to postpone this item until a later date and place it on the November ballot. <br />A Motion to bring items 19 through 22 forward was made by Council Member McCarthy <br />and seconded by Council 1Vlember Wright. Motion carried, 7 ayes - 0 nays. <br />19. First reading, deliberate and possibly act on ORDINANCE NO. 2012-003: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, ISSUING <br />A LICENSE TO TRANSPORTATION PROVIDERS D/B/A YELLOW CAB TO <br />OPERATE A TAXICAB BUSINESS ON THE PUBLIC STREETS OF THE CITY OF <br />PARIS, TEXAS; FINDING A PUBLIC NECESSITY AND CONVENIENCE FOR <br />ISSUANCE OF SAID LICENSE; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />A Motion to combine items 19 through 21 was made by Council Member Wright and <br />seconded by Council member Grossnickle. Motion carried, 7 ayes - 0 nays. <br />Gene Anderson explained that the taxicab companies planned to operate one or inore <br />taxicabs on the public streets for the purpose of transporting passengers. Mr. Anderson said the <br />City was impleinenting a change in how these applications were handled, by going to a license <br />instead of a permit for a franchise. Mr. Anderson said this would simplify the process and <br />eliminate the three reading requirement. <br />A Motion to invoke the super majority rule and approve the license for each of the three <br />taxicab companies was made by Council Meinber Grossnickle and seconded by Council Member <br />Frierson. Motion carried, 7 ayes - 0 nays. <br />20.
