<br />The A TCOG region depicted in the
<br />illustration to the right has a high
<br />unemployment rate (18.3 percent), a
<br />high poverty rate (17.3 percent) and a
<br />low per capita income ($21,11 7) when
<br />compared with the state and national
<br />averages. According to Northeast
<br />Texas Economic Development
<br />District's Community Economic
<br />Development Strategy the region. has
<br />historically been below the Texas and
<br />national averages in median income,
<br />per capita income and has above
<br />average unemployment.

<br />The counties in the target area have some of the lowest per capita income in the states of
<br />Texas and Arkansas and have few resources to address problems related to
<br />environmentally contaminated properties, in many cases abandoned by their owners, due
<br />to the real or perceived costs of environmental cleanup. However, city and county
<br />planning agencies recognize the value of our remaining rural spaces, both to the
<br />preservation of the local character that is a continuing draw for new residents and old,
