By pooling <br />resources (personnel, expertise and dollars) through a regional brownfields project, <br />A TCOG will be able to leverage those resources and provide a service that the individual <br />members of the consortium would not be able to perform by acting alone. <br /> <br />In addition, these brownfields sites are predominately located in or near the <br />disadvantaged communities in this region and the project will specifically target the sites <br />located in these communities for redevelopment. Brownfields properties blight these <br />areas, inhibiting economic development and depressing housing and land values in <br />adjacent properties. By cleaning up these sites and putting them back into productive <br />use, the project will spur economic development, create jobs, and protect the health and <br />environment of these communities. <br /> <br />The cities of Texarkana developed around the railroads. The downtown area of both cities <br />was vibrant and alive in its active years.
