Also present were Civil Service Director, Melba Harris and City Attorney <br />Larry Schenk. <br /> <br />Chairman Cecil requested information from Melba Harris regarding the proposed amendment to City Civil <br />Service Rules which would include the discussion regarding the lack of applicants qualified to set for the Fire <br />Engineer position. <br /> <br />Melba Harris discussed that the Fire Department has a Fire Engineer vacancy that need to be filled. Currently <br />there are not any, in grade (two years of service in the classification) Fire Drivers who can take the Fire <br />Engineer exam. Civil Service law allows the Commission to open the competition to Fire Drivers who have <br />less than two years of service. <br /> <br />In addition to this, a proposal was presented to change the City Rule 11.04 so that if, in the future, there were <br />positions that needed to be filled and there were not enough in grade fire or police department staff in the next <br />lower level to hold a competitive examination; the Civil Service Director could consider staff with less than two <br />years of service and if still not competitive, consider the second lower classified staff with two years of service. <br /> <br />A motion was made by Sims Norment and second by Philip Cecil to approve the amendment to Rule 11.04 of <br />the Civil Service Rules of the City of Paris to give the Civil Service Director approval to open competition up to <br />additional Civil Service staff as allowed by the Local Government Code, Chapter 143 when there are not <br />enough applicants to conduct a competitive examination for a vacant Civil Service position. The motion was <br />approved. The amendment is attached to these minutes. <br /> <br />The meeting was adjourned. <br /> <br />Melba P.
