5. Year End Settlements - The Paris HA received the year end settlements from HUD. It was supposed to be $32000.00 for the Section 8 Program and we received approximately $10,000.00. 6. Westgate - Many problems with new management company, Monarch, 1) telling us that units are ready when they are not, 2) lots of crime, 3) new club next to Westgate apartments are causing people to park at Westgate, 4) not getting the units ready, 5) and management in general Le. Manager's family living at Westgate and feuding, 6) tenants are not paying their share of the rent, and etc. Board would like for the new Management Company to address the Board of Commissioners at the next Board Meeting regarding the plans to correct these discrepancies. 7. Software Changes - due to new Software and Hardware changes the office at George Wright Homes will need to be closed some during training and transfer of Software during the weeks of April 25 and May 2, 2005. 8. Community Service - the HA's are responsible for monitoring the Program and HUD is trying to make the HA's responsible for tenant's not doing Community Service. HUD sent an email to Denny Head wanting to know how many were in compliance and if the tenants are not doing community service, why they are not doing it. Mr. Head responded to HUD with the numbers of how many were in compliance, how may were not and how many were exempt from community service. The HA's responsibility is to track and report and the Paris HA is in compliance with the tracking and reporting. 9. Mr. Jeff Hoog would like to discuss increasing the number of Board Members to get more people actively involved. The Board would like for legal counsel to inquire as to the process of increasing the number of Board Members. Kathleen Edge suggested adding another resident as a Board Member. Legal Counsel, TK HaYnes, reminded the Board that the number needs to be an odd number due to voting. Mr. HaYnes also advised the Board that if the number of Board Members goes up so does the quorum. RESOLUTIONS: 2004-45 Resolution to approve Income Limits provided by HUD - motion to accept made by Myrick Browning and seconded by Annette Grant - Passed 4-0 2004-46 Resolution to approve New PaYment Standards - motion to accept made by Kathleen Edge and seconded by Myrick Browning - Passed 4-0. Discussion of Portabilities regarding higher rents in Dallas, Fort Worth, etc. that the Paris HA pays to Metropolitan Areas. Board requested that the Staff of the PHA send letters to Portability HA' s to confirm that tenants are still on the Section 8 Voucher Program. 2 I
