<br />Special Work Session Meeting <br />August 29,2005 <br />Page 2 <br /> <br />Council Member Ray wanted to know when an employee traveled if they were limited <br />on the hotel expense and per diem per day. Gene Anderson explained that the daily per diem <br />varies between cities, because they use the IRS standardized rates as outlined in their <br />publication. Gene stated that with regard to the hotel expense, the employee can use the hotel <br />allocation or turn in the actual hotel bill. Gene said that most people just turn in their bill <br />from the hotel. Council Member Ray said he thought there should be a cap on the daily per <br />diem and the amount of money allowed on a hotel per day. Council Member Wilson <br />concurred with Council Member Rayon the hotel rate. Tony Williams said it is a policy <br />decision. Mayor Fendley inquired as to if staff could bring something back to the September <br />12th meeting. Tony Williams said they would do so. <br /> <br />Council Member Wilson wants the Agenda to include an item pertaining to <br />considering and approving future events for City Council and/or City Staff. Mayor Fendley <br />suggested placing it on the Agenda for the first meeting of the month. <br /> <br />Council Member Manning made a Motion to retain the animal control officer as full <br />time cut one of the two proposed part-time clerks in Police Department Records. The Motion <br />was seconded by Council Member Ray. <br /> <br />The Motion failed - 3 ayes and 4 nays with Council Member Wilson, Council Member <br />Wilkerson, Council Member Poston and Mayor Fendley casting the dissenting votes. <br /> <br />Council Member Poston made a Motion to modify charitable organizations to keep <br />only those organizations that were in the fire and police department budgets. Mayor Fendley <br />clarified that the organizations that would be removed were Keep Paris Beautiful, Breakfast <br />Optimist Club and Lamar County Human Resources Council. The Motion was seconded by <br />Council Member Manning. <br /> <br />The Motion carried - 5 ayes and 2 nays with Council Member Wilson and Mayor <br />Fendley casting the dissenting votes. <br /> <br />Mayor Fendley asked if there were any other amendments. Council Member Ray said <br />he wanted to discuss the car allowances. He thought there should be a pool vehicle assigned <br />to the city hall for employees to use, as opposed to having a car allowances to subsidize <br />salaries. Mayor Fendley explained that those that had car allowances were as a result of their <br />package when hired.
