ORDINANCE NO. 96-010 AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS, BE AMENDED BY REVI5ING CHAPTER 25, ARTICLE II, SECTIONS 25-16 AND 25-17 OF SAID CODE; PROVIDING FOR ADOPTION OF THE STANDARD PLUMBING CODE, 1994 EDITION; PROVIDING FOR DELETIONS, MODIFICATIONS AND AMENDMENTS TO SAID CODE; PROVIDING FOR A PENALTY NOT TO EXCEED $2,000.00; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF MARCH 1, 1996. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS: Section 1. That Chapter 25, Article II, Sections 25-16 and 25-17 of the Code of Ordinances of the City of Paris, Paris, Texas, be, and the same are hereby, amended so that such shall read as follows: "5ection 25-16. Standard Plumbing Code - Adoption. "For the purpose of establishing rules and regulations for the installation, alteration or repair of pipes, fittings and fixtures for water and sewers in all buildings and structures and on all property now erected or to be erected, changed, constructed, reconstructed, repaired or altered in the City and outside the City, if the same are connected to either the City water or sewage systems, and further regulating the construction, erection, enlargement, alteration or repair of all piping, fittings, fixtures, etc., used for the conduction of water or sewage, and in, on or about any and all premises in the City and outside the boundaries of the City, if the same are connected to either the City water or sewage systems, that certain plumbing code known as the Standard Plumbing Code, 1994 Edition, save and except such portions as are deleted, modified or amended by this article, is hereby adopted and incorporated as fully as if set out at length herein. A copy of such Code has been and is now on file in the office of the City Clerk and the provisions thereof shall be controlling as above stated. "Section 25-17. Standard Plumbing Code - Amendments. "The Code adopted by Section 25-16 is hereby amended as set out in this section: "Section 104, Permits, is hereby amended by adding the following paragraphs thereto: "`Section 104.1.1.1, Persons Who May Obtain a Permit "`Plumbing permits may be obtained by the following: "`(a) Any person having a current master plumber license issued by the Texas State Board of Plumbing Examiners; "`(b) Any person who is doing plumbing work in a building owned and occupied by that person as a homestead; or "`(c) Any appliance dealer or employee of an appliance dealer who is acting as an appliance installation or service man in connecting appliances to existing piping installations.' "`Section 104.1.6, False Statement or Bad Faith "`Any person who shall willfully make any false statement in order to obtain a permit shall be guilty of a misdemeanor and
