TEXAS <br />WEDNESDAY. AUGUST 24. 2005 <br />4:00 O'CLOCK P.M. <br /> <br />The Historic Preservation Commission meeting was called to order by <br />Chairman Arvin Starrett at 4:04 P.M. <br /> <br />A. <br /> <br />The following members were present: <br />Barbara Wilson, Vice Chairman <br />Sue Lancaster <br />Paul Denney <br />Jerry Raper <br />Claudia Hunt <br />Alternate: Brian Wear <br /> <br />B. <br /> <br />The following members were absent: <br />Ann Rodgers, Secretary <br />Alternate: Becki Norment <br /> <br />C. <br /> <br />Also present were Lisa Wright, Historic Preservation Officer; Tony <br />Williams, City Manager; Rick Hundley, Building Official; Bethany <br />Golden, Main Street Coordinator; Shawn Napier, City Engineer; David <br />Williams, CVS; and Michael Clark, Winkleman and Associates. <br /> <br />Consideration of and action on the following Certificates of Appropriateness: <br /> <br />Northwest corner of Clarksville Street and 6th Street S.E. - Winkleman <br />& Associates. A portion of the proposed site is in the historic district. <br />Several concerns were pointed out to CVS: the exterior blocks should <br />all be one color; there should be no EIFS; the parapet cap should be <br />stepped; the parapet should be raised around the entire building; the <br />long blank wall should be addressed; the signage should not be <br />permanently affixed to the building but should be wood or metal <br />attached to the split-faced block; parking lot lights should he added; <br />and sidewalks should be added. The City Manager added that the City <br />might be able to assist with the cost of the sidewalks and the drainage <br />in order to help CVS address the other concerns. Motion to table the <br />COA in order for CVS to make modifications and to supply material <br />samples by Barbara Wilson, seconded by Brian Wear. Motion carried <br /> <br />I <br />
