General duties of commanding officer. <br /> <br /> "The commanding officer of the police reserve unit shall be directly responsible <br /> to the chief of the police department and shall carry out such policies, orders, and <br /> directives as are issued by or through the chief of police or his designated assistant. <br /> The commanding officer shall develop, with the advice of the chief of police, <br /> organizational policies and standard operating procedures. The chief of police shall <br /> be responsible for seeing that all police reserve officers maintain compliance with <br /> the provisions of the Texas Commission on Law Enforcement Officer Standards <br /> and Education, pursuant to Revised Civil Statutes, art. 4413(29aa), as amended. <br /> The commanding officer shall be responsible for seeing that the overall program <br /> of the unit is properly adhered to and for developing and maintaining continued <br /> assignments or instructions as directed or delegated by the chief of police. <br /> <br /> "Sec. 26-27. Acceptance of inembers. <br /> <br /> "Any person who is of good character, who is 21 years of age or older, and who <br /> is interested in the objectives and purposes of the reserve organization may apply <br /> for membership in the police reserve unit. The applicant must be able to be <br /> licensed by the Texas Commission on Law Enforcement Officer Standards and <br /> Education as a peace officer for the State of Texas. The applicant must be able to <br /> successfully complete physical, psychological, and medical evaluations to <br /> <br /> standards. He is also subject to a background investigation, a polygraph test, a <br /> meeting with an oral interview board, and final evaluation by the chief of police. <br /> <br /> "Sec. 26-28. Procedure following acceptance of new members. <br /> <br /> "Each new member of the police reserve unit shall take the prescribed oath of <br /> office and be issued a badge and commission. He shall then report to the <br /> identification office of the police department for fingerprinting and photographing. <br /> The commanding officer shall issue his equipment and obtain a receipt. <br /> <br /> "Sec. 26-29. Member not to belong to other reserve emergency organization. <br /> <br /> "No member of the police reserve unit shall belong to any other organization that <br /> responds to emergencies. Any current reserve officer that belongs to another <br /> emergency organization shall be allowed to continue membership until such time <br /> the officer separates from the police reserve unit. <br /> <br /> "Sec. 26-30. Meetings generally. <br /> <br /> "Regular meetings of the police reserve unit shall be held at the police station on <br /> the third Monday of each month at 7:30 p.m. Such meetings shall be presided over <br /> by the commanding officer of the reserve unit or his designated assistant, under the <br /> supervision of the chief of police. To such an extent as possible, parliamentary <br /> rules shall be observed and proper order maintained. During these monthly <br /> meetings, instruction will be had on police efficiency. <br /> <br /> "Sec. 26-31. Duty of inembers to attend meetings and devote time to police <br /> activities. <br /> <br /> "Each member of the police reserve unit shall attend monthly meetings and devote <br /> a minimum of eight (8) hours per month to regular police activity. A member may <br /> be absent from a monthly meeting with the commanding officer's permission. <br /> Members may not miss more than three (3) meetings in a calender year with un- <br /> excused absences. Notice of absence should be given as far in advance as possible <br /> where a work schedule or assignment is concerned. <br /> <br /> <br /> 2 <br />
