As determined by an actual survey iriade on the ground by Robert S. Chaney, Registered Public Surveyor No. 2345 on June 25, 1980. Section 2. That the Mayor of the City of Paris, PariS, Texas, is hereby authorized and directed to cause notice of such public hearitigs to be published once for each hearitig in the newspaper rISV1Tlg general circulation in the City and in the above described territory not more that twenty (20) days nor iess than ten (10) days prior to the date of such public hearings, all in accordance with the Section 43.052, Chapter 43, V.T.C.A. Local Government Code. Sectian 3. It is hereby declared to be the inten- tion of the City Council of the City of Paris that the sectiocis, paragraphs, sentences, clauses and phrases of this ordinance are severabie, and if any phrase, clause, sen- tence, paragraph or section of this ordinance shall be declared unconstitutional or invalid by the valid judgment or decree of any court of competent jurisdiction, such unconstitutionality or invalidity shall not affect any of the remaining phrases, clauses, sentences, paragraphs and section s of this ordinance, since the same would have been enacted by the city Council without the incorporation in this ordiciance of any unconstitutional or invalid phrases, clauses, sentences, paragraphs c,r sections. It is further hereby declared to be the iritention of the City Cauncil of the City of Paris to exclude any area or areas described in the description of the property to be annexed, which are not within said City's jurisdiction to annex and that such area or areas should be carved aut of the description of the property herein described by the valid judgment or decree of any court of competent jurisdiction, in order that such area or areas would not cause this anr.exation ordinance to be found to be invalid, voidable or void.
