<br /> <br /> <br /> <br /> <br /> <br /> ORDINANCE N0. 90-009 <br /> <br /> <br /> AN ORDINANCE CONTAINING A HEARING ON PROPERTIES LOCATED IN THE <br /> CITY OF PARIS, TEXAS, BELONGING TO VARIOUS OWNERS, AND AN ORDINANCE <br /> OF THE CITY COUNCIL FINDING THE MATERIALS REMAINING ON THE PREMISES <br /> TO CONSTITUTE A NUISANCE AND TO BE A FIRE HAZARD TO LIFE AND PROPERTY <br /> AND A HAZARD TO THE LtFE AND WELFARE OF THE INHABITANTS OF THE AREA, <br /> AND ORllERING SAID RUBBISH, LUNIBER AND REFUSE FROM THE STRUCTURES TO <br /> BE TORN DOWN AND REMOVED FROM THE PREMISES IN ORDER TO ABATE SUCH <br /> NUISANCE. <br /> WHEREAS, a public hearing was called to order by the Mayor of <br /> the City of Paris, Eric S. Clifford, on the 8th day of March, 1990, <br /> at 5:15 o'clock P.M., in the Council Room, City Hall, in the City of <br /> Paris, Texas; and, <br /> WHEREAS, the City Council finds that the Building Hazard <br /> Inspection Committee fixed a date for hearing on the resolutions <br /> referred to the Committee by the City Council on the 13th day of <br /> November, 1990, and said Committee fixed said hearing at 10:00 <br /> o'clock A.M. on the 26th day of January, 1990, and the hearing was <br /> had thereon. That proper notice was given to the owner or owners of <br /> the structures located at the following addresses: <br /> 1310 W. Sherman, Lot 4, Block 218 <br /> 1154 W. Cherry, Lot 10, Block 84 <br /> 323 2nd N.E. Street, Lot 10, Block 58 <br /> 255 13th S.W. Street, Lot 9, Block l, Walkers lst Addition <br /> 658 12th N.W. Street, Lot 22, Block 84 <br /> 1629 15th N.E. Street, Lot 4, Black K, East Park Addition <br /> 1430 lOth N.E. Street, Lot 13, B1ock P, East Park Addition <br /> 541 15th S.W. Street, Lot 13, Block 229 <br /> 711 Wood, Lot 3, Block 93-C <br /> That at said hearing the Committee listed the structures involved and <br /> introduced pictures of the various portions of the structures and <br /> various portions of the premises involved and a list of discrepancies <br /> in the structures located thereon. That the Committee found that <br /> each of the above structures was in such state of deterioration and <br /> dilapidation as to create a serious fire hazard to life and property <br /> and that each of said buildings was dilapidated ancl was dangerous to <br /> life and property and dangerous structures to life and property. <br /> That said buildings are in such a state of dilapidation and decay <br /> that none of said structures are capable of repair. lt is further <br /> found that the condition of the premises and structures involved was <br /> such that the Committee recommended to the City Council that they be <br /> declared a nuisance and that the owners thereof be ordered by the <br /> City Council to tear down and remove the same from the lots involved. <br /> That said Committee filed a complete report of its hearing and its <br /> findings with the City Clerk of the City of Paris on the 5th day of <br /> February, 1990; and, <br /> WHEREAS, the City Council further finds that proper notice was <br /> given to the owner or owners of the structures hereinafter listed. <br /> That at said hearing on the 26th day of January, 1990, the Committee <br /> "listed the structures involved and introduced pictures of the various <br /> portions of the structures and various portions of the premises <br /> involved and a list of discrepancies in the structures located <br /> thereon. That the Committee found that each of the hereinafter <br /> listed structures was in such state of deterioration and dilapidation <br /> as to create a serious fire hazard to life and property, and that <br /> each of said buildings was dilapidated and dangerous to life and <br /> property and dangerous structures to life and property. That the <br /> owners of the property appeared before the Committee and requested <br /> time to repair the structures or the Committee found that the <br /> structures could be repaired. That it was the recommendation of the <br /> Committee that the structures be condemned ur repaired and that the <br />
