GENERAL [NSTRUCTIONS AND NOTES <br />The City of Paris is soliciting proposals for the construction of single-family homes within the city limits of <br />Paris. The homes will be constructed on the site of the existing home of the owner aRer their existing home <br />has been demolished. One to eleven homes will be constructed under a HOME Program grant received from <br />the Texas Department of Housing and Community Affairs (TDHCA). <br />All proposals must be submitted by the bidder to the City of Parts, 135 SE in SL., Paris, TX 75460 on or <br />before 10:00 a.m. on the 4th day of April 2012. Bids will be publicly opened and read aloud Apri14, 2012 <br />at 10:15 a.m. The City will select the general contractor that submits the most favorable bid and is <br />qualified to do the work with the lowest combined basQ bid for the house plans including alternatives <br />selected by the City. <br />Without limiting any uf the other obligations or liabilities of the bidder (cantractor), the contractor and <br />each subcontractor shall, during the term of the cantaract, acquire and maintain the hereinafter stipulated <br />minimum insurance with companies duly authorized to do business in State of Texas. Certificates of each <br />policy shall be delivered to the City before any work is started. The minimum insurance requirements are <br />as follows: <br />1. Workers' Compensation as required by state law; <br />2. Comprehensive generat liability fully insuring contractor liability for injury to or death, in the <br />amount of at least $250,000; <br />3. Comprehensive automobile and truck liability insurance in accordance with state law; and <br />4. A performance bond on the part of the contractor for 100 percent of the contract price. A <br />"performance bond" is one executed in connection with a contract to secure fulfillment of all the <br />contractor's obligations under such contract <br />5. A payment bond on the part of the contractor for 100 percent of the contract price. A"payment <br />bond" is one executed in connection with a contract to assure payment as required by law of all <br />persons supplying labor and material in the execution of the work provided for in the contract <br />All contractors will be required to bid on the home based on the attached construction drawings/plans and <br />construction specifications. All houses will be constructed to meet the Texas Minimum Construction <br />Standards, including certain accessibility requirements, Residential Enerp+ Code and local/state codes. <br />The Contractor must ensure employees/applicants for employment are not discriminated against because <br />of race, color, religion, sex or national origin. Section 3 of the HUD Act of 1968 (12 U.S.C. 1701u) as <br />amended, and implementing regulations at 24 CFR Part 135 is applicable to this project <br />Since the City will be funding this hame with a grant received from TDHCA, payment for work will be made <br />only upon completion of the various stages of the home and after progress and final inspections have been <br />made and approved by the City or by their designated representatives. Payment will be made within 45 <br />business days after the approval of each invoice. Construction of the home shall be completed within 120 <br />days frvm the date a notice to proceed is issued to the contractor unless a longer time period has been <br />stipulated as part of the bid price. Construction must begin within 10 working days from the issuance of <br />the notice to proceed. <br />All bid proposals must include, at a minimum: <br />1. Bid Sheet; <br />2. Detailed bid sheet for each plan; <br />3. Contractor Application, which lists contractor's qualifications, experiences, and work references; <br />and <br />4. Affidavits included in bid packet <br />5. Evaluation Form <br />6. A full set of house plans, if submitting an alternative plan bid. <br />- 200 <br />
