Each repair item should <br />inc~lude a per unit priee snd the number of units to be repait~ed. qn acceptable bid must be within <br />15 /o of the cotal cost estimate, <br />1.7 Responsibilities <br />A. Homeowners are responsible for completing epplicetion materia]s, returning aU t+eqttited <br />documentation within the dme frame stated on the app(ication materials and responding to any <br />inquiries regar,ding applicadon deficiencies. A homeowner who fails to do these things within a <br />timely manner will be disqualifed for services. <br />B. Homeowrters who are selected for services must undetstand the budget limitations of the program <br />and will be briefed on what services they will receivo. Homeowners must underacand that a <br />thorough inspecpon of thcir homes may ncsuit in a"walk away" if necessary repairs exceed the <br />program's previously established budget Homes that are denIed on this basis may be prioritized <br />for reconsmuction when reconstruction funds are available. To complete necessary repairs within <br />the established budget, homeowners, if thty are physically able, may be sska{ to perform "svveat <br />equity" tasks such as eleaning yard areas. These tasks should be completed prior to contracted <br />services. <br />C. It is the homeowner's responsibility to review all contractual materia(s ineluding specificstions, <br />work write-ups and contracts prior to signing a HOME agnoement. Items t6at are rwt spocified in <br />writing including type of materials, colors and etc_ an not part of the HOME agt+eement The <br />scope of services must be discussed in a pre-construcNon conference at whieh time the homeowner <br />will receive a copy of all related construction materials including specifications, write.ups and <br />agreements. It is recomrnended each item of the work wriu-up be initisled as approved by the <br />homcowncr. The homeowner's signahue on the HOME agreement wili serve to acknowledge <br />awareness of all such documents. <br />D. It is the homeowner's responsbi]ity t;o aRange access to convactors for rehabilitation construcdon <br />services including punc6 list items and warisnry work. If reasonabk and timely acce,ss is denied to <br />a contractor who is attempting to make a good faith effon to make roquired repairs, the <br />homeowner will become responsible for these repairs. <br />E. Except when acccss is permitted for c+ehabilitation services, secwity of the property;s the <br />homeowners responsibility. Movemont, storage and seauity of personal propercy;s the <br />homeowners responsibility. Personal Property damaged, displaced or missing during the <br />rehabilitation phase of services should be reported immediately to the Contract Administrator but it <br />is up to the homeowner to pursue damages for such lossea. It is recommended that a thorough <br />photographic and wtitten inventory be completed prior to rehabiiitation. <br />F. Durintg rehabilitation the homeownec will not affect repair areas and will malce a reaconable effort <br />to stay away from the constcuction zone. <br />G. The homeowner must approve each itemized draw that the contiactor r+equests and must make a <br />reasonable effort to inspc.ct each item for which the contractor is claiming payment gy signing the <br />"contractor request for payment" the homeowner is verifying that to the best of their <br />understanding, each of the noted repair items has been completed according to the wribten <br />specifications. If the homeowner is not satis8ed with a particular item of repair that is beiag <br />presentod for payment the homaowner may delete this item(s) untll such nepair is rectified. <br />However, if the homeowner refuses to s{gn, and the repair is done according to spec;fications, the <br />homeowner may be responsble for payment to the contractor far time 1pst.
