H. Except for reconstruction or other required intemuptions, tho homoowner must provide all exisang <br />utilities for use by the contractor (as thcy relate to the construction) and must be responsible for <br />continuons maintenance and payment of existing utilities. <br />1.8. In order W mett TDHCA Standards, contractors are responsible for, and must meet minimum requiremtnts <br />as follows: <br />A. Ail contractocs must cazry and providc groof of a current general liability policy of at kast onc <br />hundred thousaed dollars (5100,000).. This policy should cover all work done under the HOME <br />pmgram and be pra-paid through the period of the contract. No geographic, time or other <br />limitation that excludes the NOME program will be acceptable. <br />B. All contracWrs must be verifiod by T"DHCA as not being debarred by the Fedecal Governmtnt. <br />Any contractor who is current(y debarred will not be eligible for payment and should not becomc <br />party to a HOME Program funded project. <br />C. Whenever possible, Contract Administrators will give opportunities W Historioally Underutilized <br />Businesses (HUBS) and will malce an affirniative effort to eneourage bids from such contcactors. <br />D. Whenever possible, opportunities must be given to locally owned busitâ–ºesses and low-income <br />residents of a given area. This must be establishal in a"Local Oppodunity (Scction 3) Pla4." <br />E. In addition to these requirements, a Contract AdministraWr tnay eatablish his/her own fair and <br />evenly applied criteria for contractor selection. T6ese may inelude but are not limited to; <br />l. Workers compensation inswance; <br />2. Verification of quality of work references; <br />3. Verification of credit referenees, and; <br />4. Verification of established line of credit <br />1.9 An approved contractor list may bc created but must be accessible to all spplicants who mcet the fair and <br />reasonable criteria pre-established by the Contract Administrator. Such criteria should be published as an <br />element of the Program Policy and Procedures and must be made available in writing upon demand by <br />interested parties. It is recommended that the published criterie, along with an advertisement to bid, be <br />posted in a public place. Any advertisement to bid shouid allow reasonable time for an interested party to <br />meet the criteria nquired by the Contract AdministraWr. <br />1. 3 0 Contcactors will be selccted through an itemiud bid process. A sealed bid is the prefured method for <br />selecang bids. If the modified bid process is beiaQ fopowed, the homeowner may sdxt any bid that is <br />within I S% of the coat estirnate. Howover, the low bid is always preferred and the homoowner should state <br />their preference for a higher bidder in writing. If the homoowner has defemed contractor selectios to the <br />Contract Administmbnr the lowest and best bid will be selected. <br />1.11 Contractors will adherc to tho terms of the rehabilitation contact including these performance standards <br />and the gentral specifications. Whenever the need for clarifieation irsults in a change, such issues will <br />result in a written chaage order prior to any work being completed. No work will be approved except that <br />which is established in the contract and in wriuen approved change orders. Any unforesxn or hidden <br />condition should be reported to the Conhact Administrator immediately.
