homeowner. Work must be carried out swiftly and directly. Electric, water, sewer aad gas sayice will not <br />be intenuptcd for mor+e than twelve (12) hours without written appraval by the homeowner. Heat will be <br />provided at all timcs during winter months. Doors, windovvs and any other largc openings or air teaks will <br />be repaired on the same day. The work area must be secured at all times. <br />1.13 The work area must be left clean and frce from clutter at the end of each day and the contractor and not the <br />6omeowner will be responsible for scorage of materials and tools. <br />1.14 Prior to the commencement of construction the homeowner will artatige to move and store any valuable <br />personal property that might be damaged during the course of construct;on. If property is damaged through <br />negligence of the contractor, ariangements will be made by the conhactor to reimburse the homeowner, <br />1.15 T'he contraetor must use the site and its facilities only for speeified construction. The electrical, water, <br />sewer and gas systems must be used only for construction purposes and during the construcdon phase only. <br />1.16 Any discrepancy in the contract documents raust be bmught to the attention of the Contraet Adrninistrator <br />immediately. <br />1.17 Failure of contractors to mcet TDHCA critoria can result in; <br />A. Conhactors not being eligble for payment, and <br />B. Contractor should not become party to any HOME Program fund+ed project. <br />1.18 The coatracting sequence for housing rehabilitation projects must be; Invitation to Bid, Bid Opening, and <br />Contract Award. <br />A. Within ten (14) days of notificaNon of the contract award, the sucassful bidder must provide the <br />Coatract Administrator with; <br />B. A list of sub-contracWrs, and <br />C. Certificates of insuranco from the issuing company thet must show current coverage in the atnount <br />stipulated in the contract documents and with a tbirty (30) day notice of cancellation of insurance <br />to the Contract Adrninistrator for; general liability with completed operational coveiage, velvcle <br />liability, and statutory workman's compensation (as required). <br />1.19 Within ten (10) days of receiving the issuance of the Notice to Procoed, the contractor must begin work. <br />1.20 The number of work days must be set out in the contract. Upon completion of the work acceptance by the <br />Contract Administrator and homeowner, the Certificau of Final Inspcction is issued and the Warranty <br />Period begins. <br />1.21 Thirty (30) days after the C,ertificato of Final Inspection date, the statutory amount retained is released to <br />the contractor, cxcepcing in cases where it is detemiined that the retsined should not be released, <br />1.22 It is recommended that payments are made when the projects reaches 400/o, 70%, and 100% compledon <br />and at 30 days after Certificate of Final Inspection is issued. <br />1.23 All requests for payments will be made in writing by the contractor to the Contract Administrator and will <br />include a tist of items, their costs, and a sum of the item costs. <br />1,24 The work to be paid should be besed solely on completod itcm9 from the schedule of values submitted by <br />the contractor prior to conshvcdoa or the Itemizetion of Bid Form if no schedule submitted. <br />TDNCA- Home Investrnent partnpships pt.ogram Page 4 of 23 <br />Appendix A-03 - TMC Stendards Rcviaed Ol /O1/2004 <br />
