S7_0? <br /> <br /> AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, <br /> PROVIDING THAT THE CODE GF ORDINANCES, CITY OF PARIS, BE <br /> AMENDED BY ADDING ARTICLE III TO CHAPTER 15 OF SAID CODE; <br /> PROVIDING FOR A UNIFORM POLICY GOVERNING SM0KING IN THE WURK <br /> ENVIRONMENT AND COMMON WORK AREAS OF CITY OF PARIS <br /> EMPLOYEES; PROVIDING FOR A FENALTY NOT TO EXCEED $200.00; <br /> REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT <br /> HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF MAY l, <br /> 1987. <br /> WHEREAS, recent research has revealed serious health <br /> hazards from inhaling secondhand or "passive" smoke; and, <br /> <br /> WHEREAS, the City of_ Paris has the responsibility for <br /> providing all employees with a healthy and productive <br /> working environment; and, <br /> WHEREAS, in order to protect the health and welfare of <br /> those employees, as well as to protect the rights of smokers <br /> and nonsmokers, it is riecessary to restrict smoking in work <br /> environment and common areas except in areas designated as <br /> smoking areas; NOW, THEREFORE, <br /> BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF <br /> PARIS: <br /> <br /> Section l. That the Code of Ordinances of the City <br /> of Paris, Paris, Texas, be amended by adding Article III to <br /> Chapter 15 so that such shall read as follows: <br /> "ARTICLE III. SMOKING POLICY <br /> <br /> Sec. 15-31. Smoking Policy. <br /> <br /> The following is hereby adopted as the <br /> uniform policy on smoking in the work environment, <br /> and common work areas for the benefit of all City <br /> of Paris employees: <br /> A. Guiding Principle: The goal of the smoking <br /> policy is to provide a smoke-free working <br /> environment for City of Paris employees and <br /> citizens who visit municipal facilities. <br /> B. Policy: Smoking is prohibited in all City of <br /> Paris enclosed work and common work areas <br /> except in designated smoking areas. <br /> <br /> Sec. 15-32. Smoking Areas. <br /> The city will establish one or more sepa- <br /> rately ventilated, indoor smoking rooms or outdoor <br /> shelters at facilities which have no existing area <br /> where smokers may go to smoke without exposure to <br /> significant health or safety hazards, or within <br /> the available break or lunch time. Such areas <br /> shall contain ashtrays, containers, or other <br /> facilities for extinguishment of smoking mate- <br /> rials, be set apart or separated from nan-smoking <br /> areas, and include adequate, separate ventilation <br /> which minimizes the effect of smoke in adjacent <br /> non-smoking areas. <br /> Sec. 15-33. Applicability. <br /> The city smoking policy applies to all <br /> enclosed work and common areas occupied by city <br />
