<br /> <br /> <br /> <br /> <br /> <br /> other property or property rights in the vicinity. <br /> Upon recommendation of a suspension of any of <br /> these rules and regulations by the Commission the <br /> City Council may upon finding that there are <br /> special circumstances or conditions effecting the <br /> property in question; that enforcement of the <br /> provisions of this ordinance will deprive the <br /> applicant of a substantial property right; and <br /> that such suspension, if granted, will not be <br /> materially detrimental to the public welfare or <br /> injurious to other property or property rights in <br /> the vicinity, grant a suspension of any of these <br /> rules and regulations." <br /> Section 3. Any person violating any of the pro- <br /> visions of this ordinance shall be guilty of a Class "C" <br /> Misdemeanor, and upon conviction shall be fined in any sum <br /> not to exceed $200.00, and each and every day's continuance <br /> of any violation of the above enumerated section shall <br /> constitute and be deemed a separate offense. <br /> Section 4. All ordinances or parts of ordinances in <br /> conflict herewith are hereby expressly repealed. <br /> Section 5.
