with the reconnection fee as required by Section 31-29 of this Chapter. It shall be unlawful for any person other than a duly authorized employee of the city, to reconnect such service." Section 6. That subparagraph (g) of Section 31-91 of the Code of Ordinances of the City of Paris, Paris, Texas, be amended by deleting the remainder of the paragraph appearing after "CHARGE RATES FOR EXCESSIVE SURCHARGE" and adding thPreunder "excessive strength surcharge rates are established in Section 31-19 of this Chapter." Section 7. That subparagraph (2) of paragraph (k) of Section 31-91 of the Code of Ordinances of the City of Paris, Paris, Texas, be amended so that such shall read as follows: "(k) Total surcharges: (2) Excessive strength surcharge rates will be calculated immediately after the adoption of the annual budget using the amount budgeted as cost and actual operational characteristics for the most recent completed twelve (12) month period for plant loading. Such rates shall become effective when adopted by the city council or on October 1 annually, whichever occurs first." Section 8. Any person violating any of the pro- visions of this ordinance shall be guilty of a Class "C" Misdemeanor, and upon conviction shall be fined in any sum not to exceed $200.00, and each and every day's continuance of any violation of the above enumerated section shall constitute and be deemed a separate offense. Section 9. All ordinances or parts of ordinances in conflict herewith are herPby expressly repealed. Section 10. This ordinance shall become effective on October 1, 1985.
