The charge prescribed by this <br /> subsection shall be in addition to the <br /> charges prescribed in subsection (a) hereof. <br /> The above described excessive strength <br /> surcharge rates will be recalculated immedi- <br /> ately after the adoption of the annual <br /> budget, using the amount budgeted as cost and <br /> actual operational characteristics for the <br /> most recently completed twelve (12) month <br /> period for plant loading. Such rates shall <br /> become effective when adopted by the city <br /> council or on October 1, whichever occurs <br /> first." <br /> Section 3. That Section 31-20 of the Code of <br /> Ordinances of the City of Paris, Paris, Texas, be amended so <br /> that such shall read as follows: <br /> "Sec. 31-20. Same - For customers not using <br /> city water. <br /> Single-family residence sewerage cus- <br /> tomers, who are not also water customers of <br /> the city, shall pay a flat rate charge of <br /> twenty dollars (520.00) per month for <br /> sewerage service. All other sewerage cus- <br /> tomers, who are not also water users of the <br /> city, shall pay a flat monthly rate to be <br /> determined by the city manager." <br /> Section 4. That sub-paragraph (a) of Section 31-25 <br /> of the Code of Ordirtances of the City of Paris, Paris, <br /> Texas, be amended so that such shall read as follows: <br /> "Sec. 31-25. Billing; when and where payable. <br /> (a) The division shall render bills for readiness <br /> to serve and water service or for sewer service <br /> furnished by the City of Paris to any person, firm <br /> or corporation on a monthly basis, with such <br /> billing being rendered on or about the same day <br /> each month. Bills a.nd accounts shall be due and <br /> payable on or before the 21st day following the <br /> billing date and shall become delinquent on the <br /> 22nd day after said billing date." <br /> Section 5. That Section 31-26 of the Code of <br /> Ordinances of the City of Paris, Paris, Texas, be <br /> amended so that such shall read as follows: <br /> "Sec. 31-26. Discontinuance of water <br /> service for failure to pay. <br /> <br /> If any person shall fail to pay the bill <br /> for readiness to serve and water service or <br /> for sewer service rendered to such person by <br /> the city before the expiration of twenty-one <br /> (21) days following the billing dare, the <br /> water service of such person may be discon- <br /> tinued after such person has received at <br /> least five (5) days written notice that they <br /> are subject to termination of service, which <br /> notice shall include their right to a hearing <br /> concerning the same, such service may be <br /> terminated and shall not again be resumed <br /> until such person shall have paid the delin- <br /> quent water and sewer bill in full, together <br />
