<br /> <br /> <br /> <br /> <br /> <br /> ORDINANCE NU, 84-003 <br /> <br /> AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, <br /> PROVIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS, BE <br /> AMENDED BY REVISING CHAPTER 31, SECTIONS 31-37 THROUGH <br /> SECTION 31-43 OF SAID CODE; REVISING AkTICLE III OF SAID <br /> CHAPTER WHICH ESTABLISHES A SEWER SYSTEM AND CONTROLS <br /> THE USE OF THE SAME; PRUVIDING FOR A PENALTY NOT TO <br /> EXCEED $200.00; REPEALITIG ALL ORDINANCES OR PARTS OF ORDI- <br /> NANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN <br /> EFFECTIVE DATE OF FEBRUARY 1, 1984. <br /> BE IT ORDAINED BY TfIE CITY COUNCIL OF THE CITY OF <br /> PARIS : <br /> 5ection 1. That Section 31-40 of the Code of Ordinances of <br /> the City of Paris, Paris, Texas, be amended so that such shall read <br /> as follows: <br /> "Section 31-40, Definitions. <br /> <br /> Unless the context specifically indicates otherwise, the <br /> following terms and phrases, as used in this enactment, <br /> shall have the meanings herein designated: <br /> 1) Act or "the Act" - The Federal Water Pollution <br /> Control Act, also known as the Clean Water Act, <br /> as amended, 33 U.S.C. 1251, et. seq. <br /> <br /> 2) Approval Authority - The Administrator of the <br /> Environmental Protection Agency (EPA) or the <br /> appropriate agency of the State of Texas. <br /> 3) Approving Authority - The City Council or City <br /> Manager of the City of Paris, Texas. <br /> <br /> 4) Authorized Representative of Industrial User - <br /> a) a principal executive officer of at least the <br /> level of vice-president, if the industrial user <br /> is a corporation; <br /> b) a general partner or proprietor if the indus- <br /> trial user is a partnership or proprietorship <br /> respectively; <br /> c) a duly authorized representative of the <br /> individual designated above if such rep- <br /> resentative is responsible for the overall <br /> operation of the facilities from which the <br /> discharge originates. <br /> 5) Biochemical Oxygen Demand (BOD~)- The quantity <br /> of oxygen utilized in the biochemical oxidation of <br /> organic matter under standard laboratory proce- <br /> dure, five (5) days at twenty (20) degrees <br /> Centigrade expressed in terms of weight and <br /> concentration (milligrams per liter (mg/1) ) as set <br /> forth in Standard Methods. <br /> 6) Boiler Blowdown Wastewater - Wastewater emitted <br /> from a boiler or energy generating equipment <br /> containing chemical residues as a result of the <br /> conventional boiler water treatment programs. <br /> 7) Building Sewer - The extension from the building <br /> drain to the public sewer. <br /> 8) Categorical Standards or Categorical Pretreatment <br /> Standards - National pretreatment standards <br /> specifying quantities or concentrations of pollu- <br /> tants or pollutant properties which may be <br /> <br /> <br /> <br /> 1 <br />
