That Sectivn 31-65 of the Code of Ordinances of <br /> the City of Paris, Paris, Texas, be amended so that such shall read <br /> as follows : <br /> "Section 31-65. Requirements for traps. <br /> <br /> (a) Any user discharging oil, sand, flammable wastes, <br /> grease or wastes containing grease in amounts that will <br /> impede or stop the flow in public sewers or cause the user <br /> to violate any limitations set forth in this ordinance shall, <br /> at his own cost and expense and as required by the <br /> provisions herein, provide interceptors or traps of a type <br /> and capacity approved by the City with the following <br /> features: <br /> (1) Impervious material construction capable of with- <br /> standing abrupt and extreme changes in <br /> temperature; <br /> (2) Watertight and equipped with easily removable <br /> covers which, when bolted in place, shall be <br /> gastight and watertight; <br /> (3) Located as to be readily and easily accessible for <br /> cleaning and inspection; <br /> (4) Maintained by the owner or user at his own cost <br /> and expense; <br /> (5) In continuous and efficient operation at all times. <br /> (b) Approval of traps and interceptors shall be <br /> obtained from the City Engineer. Approval shall in no way <br /> relieve the user from providing traps and/or interceptors of <br /> adequate size and design to bring all discharges iiito com- <br /> pliance with this ordinance. The user shall maintain for a <br /> period of at least the previous twelve (12) months records <br /> of cleaning of any traps and/or interceptors in his use. <br /> These records shall contain at a minimum the name and <br /> address of the person performing the cleaning service and <br /> the dates the service is performed. Emulsifiers and/or <br /> degreasers shall riot be acceptable as a substitute for <br /> proper cleaning of grease and oil traps. <br /> (c) A permit shall be required for operation of traps <br /> and interceptors connected to the POTW when a wastewater <br /> contribution permit is not in effect for the user. An <br /> annual permit fee of thirty dollars ($30.00) shall be charged <br /> to cover periodic sampling and inspection. The fee will be <br /> billed as directed by the Finance Director." <br /> Section 5. That Section 31-77 of the Code of Ordinances of <br /> the City of Paris, Paris, Texas, be amended so that such shall read <br /> as follows : <br /> "Section 31-77. Inspection, sampling and right of entry. <br /> The City may inspect the facilities of every user to <br /> ascertain whether the requirements of this ordinance are <br /> being met according to the purposes herein stated. <br /> Persons or premises occupants where wastewater is created <br /> or discharged shall allow the City or their authorized <br /> representative(s) ready access at any and all reasonable <br /> times to all parts of the premises necessary for the purpose <br /> of inspection, sampling, records examination or the perfor- <br /> mance of any of their official duties. The City of Paris, <br /> Paris, Texas, the state agencies with jurisdiction and the <br /> EPA shall have the right to set up on the user's property <br /> such devices as are necessary to conduct sampling <br /> inspection, compliance monitoring and/or metering op- <br /> erations. If a user has in force security measures <br /> requiring proper identification and clearance prior to entry <br /> into their premises, the user shall make any necessary <br /> <br /> 13 <br />
