84-003 ORD PROVIDING CODE OF ORDINANCES BE AMENDED BY REVISING CHAPTER 31 SECTIONS 31-37 THROUGH SECTION 31-43 OF SAID CODE

Section 7. That sub-paragraphs (a) and (c) of Section 31-79 of the Code of Ordinances of the City of Paris, Paris, Texas, be amended so that such shall read as follows: "Section 31-79. Nionitoring facilities. (a) The City may require to be provided and operated at the user's own cost and expense monitoring facilities to allow inspection, sampling, and flow measurement or any combination of these based upon the significance of the waste water discharge as determined by the City. The monitoring facility should normally be located on. the user's premises; however, when such location would be impractical or cause undue hardship on the user, the City may allow the construction of the facility in the public street or sidewalk area in a location that will not be obstructed by landscaping or parked vehicles. The above shall apply to both old and new users when monitoring facilities are necessary. (c) Plans and specifications for constructions of monitoring facilities shall conform to City standards and shall be approved by the City Engineer. Rental or lease of suitable equipment on an as-needed basis in lieu of perma- nent installation may be acceptable subject to approval by the Supervisor; such approval shall not release the user from the requirement to provide sampling facilities which are accessible to the City and which are secured and pro- tected. " Section 8. That sub-paragraph (c) of Section 31-80 of the Code of Ordinances of the City of Paris, Paris, Texas, be amended so that such shall read as follows : "Section 31-80. Flow-measuring devices. (c) All flow meters ancl/or devices shall be iristalled so they may be easily cleaned, serviced, inspected, and calibrated. Users shall maintain such devices calibrated and in properly operating condition at all times. The City may inspect these devices for compliance with this ordinance at its discretion. Section 9. That sub-paragraphs (a) and (c) of Section 31-81 of the Code of Ordinances of the City of Paris, Paris, Texas, be amended so that such shall read as follows: "Section 31-81. Pretreatment. (a) Users shall provide necessary wastewater pre- treatment as required to comply with this ordinance and shall achieve compliance with all Federal Categorical Pre- treatment Standards within the time limitations as specified by the Federal Pretreatment Regulations. Any facilities required to pretreat wastewater to a level acceptable to the City shall be provided, operated and maintained at the user's cost and expense. Detailed plans showing the pre- treatment facilities and their operating procedures shall be submitted to the City for review, and shall be approved by the City before construction of the facility. The review of such plans and operating procedure will in no way relieve the user from the responsibility of modifying the facility as necessary to produce an effluent acceptable to the City under the provisions of this ordinance. Any subsequent changes in the pretreatment facilities or operating proce- dures shall be reported to and acceptable to the City prior to the initiation of the changes. 15
