That sub-paragraphs (a) and (c) of Section 31-79 <br /> of the Code of Ordinances of the City of Paris, Paris, Texas, be <br /> amended so that such shall read as follows: <br /> "Section 31-79. Nionitoring facilities. <br /> <br /> (a) The City may require to be provided and <br /> operated at the user's own cost and expense monitoring <br /> facilities to allow inspection, sampling, and flow <br /> measurement or any combination of these based upon the <br /> significance of the waste water discharge as determined by <br /> the City. The monitoring facility should normally be <br /> located on. the user's premises; however, when such location <br /> would be impractical or cause undue hardship on the user, <br /> the City may allow the construction of the facility in the <br /> public street or sidewalk area in a location that will not be <br /> obstructed by landscaping or parked vehicles. The above <br /> shall apply to both old and new users when monitoring <br /> facilities are necessary. <br /> (c) Plans and specifications for constructions of <br /> monitoring facilities shall conform to City standards and <br /> shall be approved by the City Engineer. Rental or lease of <br /> suitable equipment on an as-needed basis in lieu of perma- <br /> nent installation may be acceptable subject to approval by <br /> the Supervisor; such approval shall not release the user <br /> from the requirement to provide sampling facilities which <br /> are accessible to the City and which are secured and pro- <br /> tected. " <br /> Section 8. That sub-paragraph (c) of Section 31-80 of the <br /> Code of Ordinances of the City of Paris, Paris, Texas, be amended so <br /> that such shall read as follows : <br /> "Section 31-80. Flow-measuring devices. <br /> (c) All flow meters ancl/or devices shall be iristalled <br /> so they may be easily cleaned, serviced, inspected, and <br /> calibrated. Users shall maintain such devices calibrated <br /> and in properly operating condition at all times. The City <br /> may inspect these devices for compliance with this ordinance <br /> at its discretion. <br /> Section 9. That sub-paragraphs (a) and (c) of Section 31-81 <br /> of the Code of Ordinances of the City of Paris, Paris, Texas, be <br /> amended so that such shall read as follows: <br /> "Section 31-81. Pretreatment. <br /> <br /> (a) Users shall provide necessary wastewater pre- <br /> treatment as required to comply with this ordinance and <br /> shall achieve compliance with all Federal Categorical Pre- <br /> treatment Standards within the time limitations as specified <br /> by the Federal Pretreatment Regulations. Any facilities <br /> required to pretreat wastewater to a level acceptable to the <br /> City shall be provided, operated and maintained at the <br /> user's cost and expense. Detailed plans showing the pre- <br /> treatment facilities and their operating procedures shall be <br /> submitted to the City for review, and shall be approved by <br /> the City before construction of the facility. The review of <br /> such plans and operating procedure will in no way relieve <br /> the user from the responsibility of modifying the facility as <br /> necessary to produce an effluent acceptable to the City <br /> under the provisions of this ordinance. Any subsequent <br /> changes in the pretreatment facilities or operating proce- <br /> dures shall be reported to and acceptable to the City prior <br /> to the initiation of the changes. <br /> <br /> <br /> <br /> <br /> 15 <br />
