<br /> <br /> <br /> <br /> <br /> <br /> (c) All records relating to compliance with Pretreat- <br /> ment Standards shall be maintained for a period of at least <br /> three years and be made available to officials of the EPA, <br /> Texas Department of Water Resources, or other agency with <br /> proper jurisdiction upon written request." <br /> Section 10. That sub-paragraphs (a) ,(e) and (h) of Section <br /> 31-82 of the Code of Ordinances of the City of Paris, Paris, Texas, <br /> be amended so that such shall read as follows : <br /> "Section 31-82. Waste water contribution permit system. <br /> <br /> (a) Any user shall have a wastewater contribution <br /> permit prior to discharging into the City sewer system if: <br /> <br /> 1) the discharge is subject to promulgated National <br /> Categorical Pretreatment Standards; or, <br /> 2) the discharge contains pollutants in concentrations <br /> or quantities that interfere or have the potential <br /> to interfere with the operatiorr, of the sewer <br /> system or increase the costs of operation of the <br /> system, as determined by the City; or, <br /> 3) the discharge requires pretreatment in order to <br /> comply with the discharge limitations in this <br /> ordinance; or, <br /> 4) the discharge is metered at or the water usage <br /> exceeds 15,000 gallons per day; or, <br /> 5) the user has on premises liquid or solid wastes <br /> which require a state or federal permit or license <br /> for disposal. <br /> (e) Permit renewal. Industrial dischargers holding a <br /> Wastewater Contribution Permit shall apply for permit <br /> renewal one hundred, twenty (120) days before their permit <br /> expires. Any desired changes in permit limits, changes in <br /> plant piping, changes in wastewater quality, changes in <br /> wastewater quanity, or pretreatment facilities made since <br /> the issuance of last permit, or additional information <br /> required by the City should be a part of the application for <br /> permit renewal. <br /> (h) Revocation of permit. Any user who violates this <br /> ordinance, or applicable state and federal regulations or the <br /> conditions of the permit, is subject to having the permit <br /> revoked and therefore, is subject, with the approval of the <br /> City Manager, to termination of utility services provided by <br /> the City." <br /> Section 11, That sub-paragraph (a) of Section 31-90 of the <br /> Code of Ordinances of the City of Paris, Paris, Texas, be amended so <br /> that such shall read as follows : <br /> "Section 31-90. Fees and charges due to violations. <br /> (a) The City of Paris may recover all reasonable costs <br /> of repairing damages to the POTW, of sampling, analysis, <br /> inspection, cleanup, costs of paying fines or penalties <br /> which result from a discharge not in compliance with this <br /> ordinance, and any other costs incurred by the City in <br /> controlling discharges in violation of this ordinance. <br /> Section 12.
