<br /> <br /> <br /> <br /> <br /> <br /> a) no detectable tree or emulsified grease or <br /> oil; <br /> b) no detectable acids or bases; <br /> c) no detectable phenols or other taste and <br /> odor producing substances; <br /> d) no detectable toxic or poisonous substances <br /> in solution, colloidal state or suspension; <br /> e) no detectable noxious or otherwise obnoxious <br /> or odorous gases; <br /> f) not more than an insignificant amount (5 <br /> mg/1) of suspended solids and BOD, as <br /> determined by the Texas Department of <br /> Water Resources (TDWR); and <br /> g) no color exceeding fifty (50) units as <br /> measured by the Platinum-Cobalt method of <br /> determination as specified in Standard <br /> Methods. <br /> 57) Upset - An exceptional incident in which a <br /> discharger unintentionally and temporarily is in a <br /> state of noncompliance with the discharge require- <br /> ments set forth in this ordinance due to factors <br /> beyond the reasonable control of the discharger, <br /> and excluding noncompliance to the extent caused <br /> by operational error, improperly designed treat- <br /> ment facilities, lack of preventive maintenance, or <br /> careless or improper operation thereof. <br /> 58) User - Any person who contributes, causes or <br /> permits the discharge of wastewater into the City <br /> POTW. <br /> 59) User Surcharge - A charge made on those <br /> persons who discharge other than normal domestic <br /> wastewater into the POTW. <br /> 60) Waste - Substances rejected, unutilized or super- <br /> fluous to domestic, agricultural or industrial <br /> activities in liquid, gaseous or solid form. <br /> 61) Wastewater - Liquid and water carrying domestic <br /> or industrial waste from dwellings, commercial <br /> buildings, industrial facilities and institutions, <br /> together with any ground water, surface water <br /> and storm water that may be present, whether <br /> treated or untreated, which is contributed into or <br /> permitted to enter the POTW. <br /> 62) Wastewater Facilities - All facilities for collection, <br /> pumping, treating, and disposing of wastewater <br /> and industrial wastes. <br /> 63) Wastewater Contribution Permit - A permit to <br /> discharge wastewater as set forth herein. <br /> 64) Wastewater Treatment Plant - Facilities, devices <br /> and structures for receiving, treating and pro- <br /> cessing wastewater, industrial wastes, and <br /> sludges from the sewer system. <br /> 65) Waters of the State - Same as Receiving Waters." <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> 7 <br />
