<br /> Section 2. That Section 31-55 of the Code of Ordinances of
<br /> the City of Paris, Paris, Texas, be amended so that such shall read
<br /> as follows:
<br /> "5ection 31-55. Private collection system restrictions.
<br />
<br /> No person owning property withiri two hundred (200)
<br /> feet of a public sewer shall construct, use or maintain or
<br /> allow to be constructed, used or maintained, on or about
<br /> such property, any privy, cesspool, water closet, urinal,
<br /> slop sink, slop drain, bathtub, waste drain, or any other
<br /> apparatus for the purpose of receiving or removing sewage
<br /> matter or slop of any kind, unless the same is connected
<br /> with the sanitary sewer system of the City, nor shall lack
<br /> of private or public sewers be a lawful reason for any
<br /> person to make a direct or indirect discharge of wastewater
<br /> or polluted water to a storm sewer or any ditch, gutter,
<br /> manhole or other conveyance. "
<br /> Section 3. That Section 31-58 of the Code of Ordinances of
<br /> the City of Paris, Paris, Texas, be amended so that such shall read
<br /> as follows:
<br /> "Section 31-58. General prohibitions.
<br /> No user shall contribute or cause to be contributed,
<br /> directly or indirectly, into the POTW, storm drains, surface
<br /> or ground water any pollutant or wastewater which will
<br /> interfere with the operation or performance of the publicly
<br /> owned treatment works, cause a public nuisance, impede or
<br /> block the flowing sanitary or storm sewer, or pollute the
<br /> Waters of Texas in excess of limits established in this
<br /> ordinance. Substances whose discharge may be prohibited
<br /> by the Supervisor when they interfere with the operation or
<br /> performance of the publicly owned treatment works include
<br /> but are not limited to the following :
<br /> (1) Any liquids, solids or gases which by reason of their
<br /> nature or their quantity are, or may be, sufficient
<br /> either alone or by interaction with other waste sub-
<br /> stances to cause fire or explosion or be injurious to
<br /> the POTW or the operation of the POTW in any other
<br /> way. At no time shall two successive readings on an
<br /> explosion hazard meter, at the point of discharge into
<br /> the system (or at any point in the system) be more
<br /> than five percent (5o) rior any single reading over ten
<br /> percent (100) of the lower explosive limit (LEL) of the
<br /> meter. Prohibited materials include, but are not
<br /> limited to, gasoline, kerosene, naphtha, benzene,
<br /> toluene, xylene, ethers, alcohols, ketones, aldehydes,
<br /> peroxides, chlorates, perchlorates, bromates, carbides,
<br /> hydrides and sulfides and any other substances which
<br /> the City, the state and/or the EPA has notified the
<br /> user is a fire hazard or a hazard to the system or
<br /> which the label states to be a flammable substance.
<br /> (2) Solid or viscous substances which may cause ob-
<br /> struction to the flow in a sewer or other interference
<br /> with the operation of the wastewater treatment facilities
<br /> such as, but not limited to: grease, fat or oil in
<br /> excess of specific limitations set by this ordinance,
<br /> garbage with particles sized larger than one-half inch
<br /> ( Zin any dimension, animal guts or tissues, paunch
<br /> manure, bones, hair, hides or fleshings, entrails,
<br /> whole blood, feathers, ashes, cinders, sand, spent
<br /> lime, stone or marble dust, metal, glass, straw,
<br /> shavings, grass clippings, rags, spent grains, spent
<br /> hops, waste paper, wood, plastics, gas, tar, asphalt
<br /> residues, residues from refining or processing of fuel
