Samples shall be iced or refrigerated <br /> during sampling. <br /> <br /> 12) Control Authority - See Environmental Services <br /> Superintendent. <br /> 13) Control Manhole - A manhole giving access to a building <br /> sewer at a point before the building sewer discharge rnixes <br /> with other discharges in the public sewer. <br /> <br /> 14) Control Point - The point on a building sewer where access <br /> to a discharge is provided, preferable before the discharge <br /> mixes with others in the public sewer. The control point <br /> shall be the control manhole unless otherwise designated by <br /> the Superintendent. <br /> 15) Cooling Water - Water discharged from air conditioning, <br /> cooling or other uses, to which the only pollutant added in <br /> significant amounts is heat, exclusive of boiler blowdown <br /> wastewater. <br /> 16) Direct Discharge - The discharge of wastewater, treated or <br /> untreated, directly to the waters of the State of Texas. <br /> <br /> 17) Domestic User - Any person who discharges only domestic <br /> sewage. <br /> 18) Environmental Protection Agency, or EPA - The U.S. <br /> Environmental Protectior_ Agency, or where appropriate the <br /> term may also be used as a designation for the administra- <br /> tor or other duly authorized official of said agency. <br /> 19) Environmental Services Superintendent - The person des- <br /> ignated by the City Manager to enforce Chapter 31 of the <br /> Code of Ordinances on behalf of the City and other such <br /> duties as designated by the City Manager. <br /> <br /> 20) Garbage - Animal and vegetable wastes and residue from <br /> the preparation, cooking and dispensing of food and from <br /> the handling, processing, storage and sale of food products <br /> and produce. <br /> 21) Grab Sample - A sample taken on a one-time basis with no <br /> regard to waste stream flow or consideration of time in- <br /> volved. (100 ml minimum volume) <br /> 22) Holding Tank Waste - Any waste from septic tanks, vacuum <br /> pump tank trucks, chemical toilets, campers, trailers or <br /> other direct holding vessels. <br /> <br /> 23) Indirect Discharge - The discharge of nondomestic pollu- <br /> tants from any source regulated under Section 307 (b) or <br /> (c) of the Act, (33 U.S.C. 1317) into the POTW (including <br /> holding tank waste). <br /> 24) Industrial User - A source of indirect discharge which does <br /> not constitute a"discharge of pollutants" under regulations <br /> issued pursuant to Section 402 of the Act (33 U. S. C. <br /> 1342), including the following : <br /> a) A major industry discharging in excess of two hundred <br /> (200) pounds of BOD or suspended solids per day, or <br /> a waste containing toxic or hazardous material; <br /> b) An institution discharging through. a monitoring <br /> device; <br /> c) A light industry discharging less than two hundred. <br /> (200) pounds of BOD or suspended solids per day; <br /> <br /> <br /> <br /> <br /> <br /> <br /> 4 <br />
