DEFINITIONS <br /> <br /> Unless the context specifically indicates otherwise, the following <br /> terms and phrases, as used in this enactment, shall have the mean- <br /> ings herein designated: <br /> 1) Act or "the Act" - The Federal Water Pollution Control Act, <br /> also known as the Clean Water Act, as amended, 33 U.S.C. <br /> 1251, et. seq. <br /> 2) Approval Authority - The Administrator of the <br /> Environmental Protection Agency (EPA) or the appropriate <br /> agency of the State of Texas. <br /> <br /> 3) Approving Authority - The City Council or City Manager of <br /> the City of Paris, Texas. <br /> 4) Authorized Representative of Industrial User - <br /> a) a. principal executive officer of at least the level of <br /> vice-president, if the industrial user is a corporation; <br /> b) a general partner or proprietor if the industrial user <br /> is a partnership or proprietorship respectively; <br /> c) a duly authorized representative of the individual <br /> designated above if such representative is responsible <br /> for the overall operation of the facilities from which <br /> the discharge originates. <br /> 5) Biochemical Oxygen Demand (BOD~)- The quantity of oxy- <br /> gen utilized in the biochemical oxidation of organic matter <br /> under standard laboratory procedure, five (5) days at <br /> twenty (20) degrees Centigrade expressed in terms of <br /> weight and concentration (milligrams per liter (mg/1) ) as set <br /> forth in Standard Methods. <br /> 6) Boiler Blowdown Wastewater - Wastewater emitted from a <br /> boiler or energy generating equipment containing chemical <br /> residues as a result of the conventional boiler water treat- <br /> ment programs. <br /> 7) Building Sewer - The extension from the building drain to <br /> the public sewer. <br /> <br /> 8) Categorical Standards or Categorical Pretreatment Standards <br /> - National pretreatment standards specifying quantities or <br /> concentrations of pollutants or pollutant properties which <br /> may be discharged or introduced into a public sewer system <br /> by specific industrial categories. These standards are <br /> promulgated pursuant to Sec. 406.0 of the General Pretreat- <br /> ment Regulations for Existing and New Sources (40 CFR <br /> Parts 125 and 403). <br /> 9) Chemical Oxygen Demand (COD)- The measure of oxygen <br /> consuming capacity of organic and inorganic matter present <br /> in the water or wastewater expressed in mg/1 as the amount <br /> of oxygen consumed from a chemical oxidant in a specific <br /> test, but not differentiating stable from unstable organic <br /> matter and thus not necessarily correlating with biochemical <br /> oxygen demand. <br /> 10) City - The City of Paris, Paris, Texas, or any authorized <br /> person acting in its behalf. <br /> 11) Composite Sample - A series of samples mixed together so <br /> as to approximate the average strength of discharge to the <br /> sewer. A composite sample for one day shall consist of a <br /> pool of twenty-four samples (100 ml. minimum volume), each <br /> taken hourly, unless special conditions warrant otherwise <br /> and the Superintendent designates an alternative procedure <br /> <br /> <br /> <br /> <br /> 3 <br />
