E. PRETREATMENT Users shall provide necessary wastewater pretreatment as required to comply with this ordinance and shall achieve compliance with all federal categorical pretreatment standards within the time limitations as specified by the Federal Pretreatment Regulations. Any facilities required to pretreat wastewater to a level acceptable to the City shall be provided, operated and maintained at the user's cost and expense. Detailed plans showing the pretreatment facilities and their operating procedures shall be submitted to the City for review, and shall be approved by the City before construction of the facility. The review of such plans and operating procedure will in no way relieve the user from the responsibility of modifying the facility as necessary to produce an effluent acceptable to the City under the provisions of this ordinance. Any subsequent changes in the pretreatment facilities or operating procedures shall be reported to and acceptable to the City prior to the initiation of the changes. The City shall annually publish in a local Paris, Texas, newspaper a list of users which were in violation of any pretreatment requirements or standards for forty-five (45) days or longer on any one occasion during the previous twelve (12) months. The notification shall also summarize any enforcement action taken against the user(s) during the same twelve (12) months. All records relating to compliance with pretreatment standards shall be maintained for a period of at least three years and be made available to officials of the EPA, Texas Department of Water Resources, or other agency with proper jurisdiction upon written request. 21
