DEFINITIONS <br /> <br /> Unless the context specifically indicates otherwise, the <br /> following terms and phrases, as used in this enactment, <br /> shall have the meanings herein designated: <br /> 1) Act or "the Act" - The Federal Water Pollution <br /> Control Act, also known as the Clean Water Act, <br /> as amended, 33 U.S.C. 1251, et. seq. <br /> 2) Approval Authority - The Administrator of the <br /> Environmental Protection Agency (EPA) or the <br /> appropriate agency of the State of Texas. <br /> <br /> 3) Approving Authority - The City Council or City <br /> Manager of the City of Paris, Texas. <br /> 4) Authorized Representative of Industrial User - <br /> a) a principal executive officer of at least the <br /> level of vice-president, if the industrial user <br /> is a corporation; <br /> b) a general partner or proprietor if the <br /> industrial user is a partnership or <br /> proprietorship respectively; <br /> c) a duly authorized representative of the <br /> individual designated above if such <br /> representative is responsible for the overall <br /> operation of the facilities from which the <br /> discharge originates. <br /> 5) Biochemical Oxygen Demand (BODS The quantity <br /> of oxygen utilized in the biochemical oxidation of <br /> organic matter under standard laboratory <br /> procedure, five (5) days at twenty (20) degrees <br /> Centigrade expressed in terms of weight and <br /> concentration (milligrams per liter (mg/1) ) as set <br /> forth in Standard Methods. <br /> 6) Boiler Blowdown Wastewater - Wastewater emitted <br /> from a boiler or energy generating equipment <br /> containing chemical residues as a result of the <br /> conventional boiler water treatment programs. <br /> 7) Building Sewer - The extension from the building <br /> drain to the public sewer. <br /> 8) Categorical Standards or Categorical Pretreatment <br /> Standards - National pretreatment standards <br /> specifying quantities or concentrations of <br /> pollutants or pollutant properties which may be <br /> discharged or introduced into a public sewer <br /> system by specific industrial categories. These <br /> standards are promulgated pursuant to Sec. 406.0 <br /> of the General Pretreatment Regulations for <br /> Existing and New Sources (40 CFR Parts 125 and <br /> 403). <br /> 9) Chemical Oxygen Demand ( COD The measure of <br /> oxygen consuming capacity of organic and <br /> inorganic matter present in the water or <br /> wastewater expressed in mg/1 as the amount of <br /> oxygen consumed from a chemical oxidant in a <br /> specific test, but not differentiating stable from <br /> unstable organic matter and thus not necessaiily <br /> correlating with biochemical oxygen demand. <br /> 10) City - The City~ of Paris, Paris, Texas, or any <br /> authorized person acting in its behalf. <br /> <br /> <br /> <br /> <br /> 3 <br />
