15.1 Minimum Mechanical Systems Staederds <br />A. Each dwelling and/or dwelling unit must be supplied with its own heating system, <br />B. All heating facilities must be properly installed, be maintained in working condidon and be <br />capable of adequately hearing all habitable rooms, bathrooms, and toilet rooms contained therein, <br />or intended for use by the accupants thereof, to a tempeiature of at least 70 degrea F. (21-degrees <br />C. ) at a distance 3 fect above the floor when the outside temperature ia at or below minas 10 <br />degrees F. <br />C. Ambient heat must be supplied from an.adequate heat source in an adjoining room or hallway; <br />D. Evcry supplied central heating system must comply with all of the following requiremtnts: <br />E. The central heatiug unit must be safe and in good worlcing condiqon. <br />F. Every heat duct, steam pipe, and hot water pipo must be free of leaks and must fiwction so that an <br />adequate amouni of heat is delivered where intended; <br />G. Every seal between any of the sections of a hot air furnace must be air-tight so noxious gases and <br />fumes will not escape into the heat ducts; Liner must be installed. The liner must meet or exceed <br />the requirements of the local building/heating code and mnst be installed according w same. <br />Where there are no local building/heating codes, equipment and installation must be inspected and <br />approved by a person qualified in this area as designated by the city/county/state <br />H. Whencver an exisdng structurc has as its source of central heat the old ocWpus rype conversion <br />furnace, the unit must be inspected by a qualified fvrnace inspector to determine if the unit is stili <br />safe, free from carbon-monoxide leakage and capable of supplying heat as rEquired above. <br />1. Every supplied epace heater must compty with all of the following requirements: <br />J. No space heater burning solid, liquid, or ga.seous fuels must be of a portable type; <br />K. Every space heater burning solid, liquid, or gaseous fuels must be properly vented to a chimney or <br />duet leading to outdoor space and must be so installed as to provide proper draft (except when a <br />functioning ODS system and a CO testing device is insta{led). <br />L Every fuel buming space heater must have a fur-resistant panel between it and the floor or floor <br />covering; whenever a space heater is located within 2 feet of a wall, said wall muet be protected <br />with insulation sufficient to prevent overheating of the wall. <br />M. Evcry space heater smoke pipe must be of a double walled variety and must be equippod with <br />approved type thimbles or guarda, properly constructed of non-flsmmable material. At the point <br />whece the pipe goes thmugh eny wall, ceiling, or partition the pipe must be surrounded by a <br />protectivt collar or escutchean. <br />N. Whenever feasible, un-vented free standing space heaters thould be ramoved and replaced with <br />vented types. In rare situadons, whon vented rype units are not feasible, un-vented QDS equipped <br />units may be installed if approved by the City, County and State. In cases wherc ODS oquipped <br />heater are used a Carbon Monoxide testing device will be perraanently installed. <br />0.
