MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />April 9, 2001 <br /> <br />The City Council of the City of Paris met in regular session Monday April <br />9, 2001, 6:00 P. M., Paris Junior College, Applied Technology Building, <br />Room 1016, 2400 Clarksville Street, Paris, Texas. Mayor Michael J. Pfiester <br />called the meeting to order with the following Council Members present: <br />Richard Manning, John F. Bell, Joe E. McCarthy, John A. Carter, Jr., Kevin <br />Gray, an d Benny Plata. Also present were City Manager Michael E. <br />Malone, City Att o rney Larry W. Schenk, and Assistant City Clerk Tommy <br />Haynes. <br />Invocation was given by Gene Anderson, Director of Finance for the City <br />of Paris. <br />Mayor Pfiester called the meeting to order and reminded the Council <br />Members that they had been furnished reports of the Paris Public Library <br />Advisory Board, Board of Commissioners , Housing Authority of Paris, <br />PEDC, Main Street Advisory, Airport Advisory Board, Band Commission <br />and Drainage Study Committee, with no action required. <br />City Ma nager Michael Malone read the list of minutes in the packet and <br />informed the Council that there was an opportunity for discussion on the <br />Drainage Committee Study. <br />Council Member Benny Plata, Chairman of the Drainage Co mmittee, told <br />the Council that the Drainage Committee would meet again to prioritize the <br />projects. He explained that, on the list handed out by City Manager Michael <br />t h <br />E. Malone , projects already completed included 6 SW & Sherman, 3000 <br />n d <br />Block of Lamar across from Tanglewood Apartments, and 32 SW and <br />Kaufman. The other projects were underway at this time. <br />t h <br />Mayor Pfiester asked about the pro gress on 24 Street. City Manager <br />Malone responded that staff had recently met with Hayter Engineering to <br />discuss the Cope Street Sewer Project and the Wade Park, Lamar Avenue <br />th <br />and 24 Street Drainage Improvement Project. He reported that Hayter’s <br />staff is getting an estimate together as to what it would take to accomplish <br />th <br />the Wade Park, Lamar Avenue, and 24 Street SE Drainage Improvement <br />Project, which has been designated by the Co uncil and the Drainage <br />Committee as the number one drainage project priority. The City Manager <br />explained that there was a total of $626,000.00 allocated in the Certificates <br />of Obligation 2000 for a mitigation pond project at Wade Park. He said that <br />the engineer has determined that the mitigation pond would not be of <br />
