THENCE South along said West Right of Way Line,
<br />passing at 1845 feet, more or less, the centerline of
<br />U. S. Highway No. 82, and continuing South in all a
<br />distance of 5120 feet to a point in the centerline of
<br />the Texas & Pacific Railroad Right of Way;
<br />THENCE in a Southwesterly direction with said
<br />centerline of the Texas & Pacific Railroad Right of
<br />Way a distance of 4450 feet, more or less, to the
<br />Eastern City Limit Line of the City of Paris, Texas,
<br />said line being 600 feet Ea.st from and parallel to
<br />the centerline of the existing traffic lane of Loop
<br />Highway No. 286 N. E., which is the outside traffic
<br />lane of the proposed four lane divided Loop Highway
<br />No. 286 N. E.;
<br />THENC E with said North Ea,st City Limit Line in a
<br />Northerly and Westerly direction 7900 feet, more or
<br />less, to the South Boundary Line of the O. L. Rainey
<br />property;
<br />THENCE East 820 feet, more or less, to the South
<br />East Corner of said Rainey property;
<br />THENCE North 1983 feet, more or less, to the North
<br />East Corner of said Rainey property;
<br />THENC E West 1275 feet, more or less, to the North
<br />West Corner of said Rainey property;
<br />THENCE South 1450 feet, more or less, to a point,
<br />said point being 600 feet perpendicular -to the center-
<br />line of the existing traffic lane of Loop Highway No.
<br />286 N. E., which is the outside traffic lane of the
<br />proposed four lane divided Loop Highway No. 286 N. E.;
<br />THENCE in a Northwesterly direction with said City
<br />Limit Line, which is 600 feet outside of and parallel
<br />to the existing traffic lane of Loop Highway No. 286
<br />N. E. , which is the outside traffic lane of the pro-
<br />posed four lane divided Loop Highway No. 286 N. E.,
<br />4600 feet to the place of beginning.
<br />Section 2. That the Mayor of the City of Paris, Paris,
<br />Texas, is hereby authorized and directed to cause notice o.f
<br />such public hearing to be published once in the newspaper
<br />having general circulation in the City and in the above de-
<br />scribed territory not more than twenty (20) days nor less
<br />than ten (10) days prior to the date of such public hearing,
<br />all in accordance with the Municipal Annexation Act (Chapter
<br />160, Acts of the 58th Legislature, Regular Session, 1963;
<br />compiled as Article 970a, Vernon's Texas Civil Statures).
<br />Section 3. It is hereby declared to be the intention of
<br />the City Council of the City of Paris that the sections, para-
<br />graphs, sentences, clauses and phrases of this ordinance are
<br />severable, and if any phrase, clause, sentence, paragraph or
<br />section of this ordinance shall be declared unconstitutional or
<br />invalid by the valid judgment or decree of any court of compe-
<br />tent jurisdiction, such unconstitutionality or invalidity shall
<br />not affect any of the remaining phrases, clauses, sentences,
<br />paragraphs and sections of this ordinance, since the same would
<br />have been enacted by the City Council without the incorporation
<br />in this ordinance of any unconstitutional or invalid phrases,
<br />clauses, sentences, paragraphs or sections. It is further
<br />hereby declared to be the intention of the City Council of the
<br />City of Paris to exclude any area or areas described in the de-
<br />scription of the property to be annexed, which are not within
<br />said Ci-ty's jurisdiction to annex and that such area or areas
