Regular City Council Meeting <br />April 5, 2001 <br />Page 2 <br />motion was seconded by Mayor Pro Tem Manning and carried 5 ayes, 0 nays. <br />Mayor Pfiester declared the public hearing open on the petition of Fred <br />Eatherly for a change in zoning from a One-Family Dwelling District No. 2 (SF- <br />2) to a Multiple-Family Dwelling District No. 1 (MF-1) on Lot 7, City Block 266, <br />being located in the 1300 Block of F. M. 195. <br />Mayor Pfiester called for proponents to appear, and Frank Bailey of Dallas, <br />Texas, appeared before the City Council, advising them that he is the owner <br />of the property and would like to modify the zoning after meeting with the <br />Planning and Zoning Commission and because of the concerns the residents <br />had. <br />Mayor Pfiester advised that there were not enough Council Members present <br />to vote on any type of modification, but at this time, the City Council is in the <br />public hearing phase where anyone can come forward and speak in favor of <br />the petition or against the petition. Mayor Pfiester stated that after the public <br />hearing the City Council will discuss the outcome of the public hearing, and <br />determine if th ey want to grant the zoning request that was applied for, <br />change it to what they feel would appropriate, table it, or take some other <br />action. <br />Mr. Bailey said he grew up in Paris, Texas, in the two-story house next to the <br />th <br />driving range on 20 N. E. and inherited the property from his aunt. Mr. Bailey <br />said they have been trying to come up with a use for his property. Mr. Bailey <br />said some people have approached his rea ltor regarding low-income housing. <br />Mr. Bailey said it was his goal to have something that he could be proud of. <br />From a drawing, Mr. Bail e y pointed out where the property is located and <br />advised that the property is in a flood area and a nything built there would <br />have to be built on only a portion of the property. Mr. Bailey said he would <br />like to get an idea of what they could get approved for this location and they <br />are considering building houses in certain areas, with perhaps condos in the <br />center, targeting people over 50 years old. Mr. Bailey reviewed with the City <br />Council the two problems concerning his property, those being drainage and <br />traffic and how these problems impact the development of his property. Mr. <br />Bailey spoke of using a retention pond in the flood plain area. Mr. Bailey said <br />that this could be a really nice area for Par is. Mr. Bailey asked the City <br />Council to zone this p roperty as Planned Development instead of the Multiple- <br />
