Regular City Council Meeting <br />April 5, 2001 <br />Page 9 <br />and that at that time, the City Council may impose conditions relative to the <br />standard of development with regard to specifics of the Planned <br />Development. <br />After further discussion, Ray Spencer came forward advising that the people <br />in West Virginia , who are going to build this project, will furnish everything <br />that is needed, but they want assurance that the church has the right <br />planning before they start the project. Mr. Spencer further advised they will <br />meet all city requirements that will be needed and that if the church can get <br />the right zoning, these people will do the balance of the work. <br />City Attorney Schenk read the following requirements for a Planned <br />Developme nt District: “The City Council shall require a comprehensive site <br />plan of the development. Such site plan shall be approved and filed as part <br />of the ordinance prior to the issuance of any Building Permit in a Planned <br />Development District. Such required plan and ordinance shall set forth the <br />requirements for ingress and egress to the property, public or private streets <br />or drives, with adequate right-of-way to conform to the Thoroughfare Plan of <br />t he City of Paris, sidewalks, utilities, drainage, parking space, height of <br />building, maximum lot coverage, yards and open spaces, screening walls or <br />fences and other development and protection requirements considered <br />necessary to create reasonable transition to and protection of the adjacent <br />property.” <br />ORDINANCE NO. 2001-017 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF <br />PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY <br />THE ZONING MAP OF SA ID CITY; ESTABLISHING A PLANNED <br />DEVELOPMENT (B) DISTRICT (C) ON LOT 6, CITY BLOCK 33 1 , ON PROPERTY <br />BELONGING TO RAY SPENCER, SO AS TO INCLUDE THEREIN TERRITORY <br />FORMERLY DES IGNATED AS A ONE-FAMILY DWELLING DISTRICT NO. 2 (SF- <br />2); DESIGNATING THE BOUNDARIES OF THE PLANNED DEVELOPMENT (B) <br />DISTRICT SO ESTABLISHED; PROVIDING FOR A PENALTY NOT TO EXCEED <br />$2,000.00; REPEALING ALL ORDINANCES OR PART S OF ORDINANCES IN <br />CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF MAY <br />1, 2001, WAS PRESENTED. <br />
