Regular City Council Meeting <br />April 5, 2001 <br />Page 8 <br />this complex. She felt that they did not have all the answers to questions, <br />such as who is going to operate the facility, whether it has been okayed by <br />HUD, and what would be put in its place if this project fell through. Ms. <br />Redus did say that there is a need for assist ed living, but the city needs to <br />find out more about this facility. <br />Melissa Huie, 701 Parc Quest Drive, appeared before the City Council stating <br />t hat she basically feels the same as Ms. Redus, but too many time she has <br />heard promises about beautifying Paris and that the promises had simply <br />fallen through. Ms. Huie said she feels that there should be specific <br />stipulations on what is being presented tonight. <br />Phillip Nance, 3610 Graham Street, appeared before the City Council in <br />opposition to the commercial zoning because, if this falls through, someone <br />can come in and put a car-wash, service station, or anything of that nature. <br />Mr. Nance suggest using the Planned Development zoning for this property <br />instead of Commercial zoning. Mr. Nance also pointed out the safety factor <br />involved with this pro perty being on the Loop and building the structure <br />between the pool and the Loop. <br />No one else appeared, and the public hearing was declared closed by Mayor <br />Pfiester. <br />City Manager Malone a d vised that the Planning and Zoning Commission <br />considered t his request for Commercial Zoning but recommended Planned <br />Development (b), as there was opposition at their public hearing. <br />City Attorney Schenk advised that this would fall under Section 8-301 of the <br />Planning and Zoning Ordinance, Subsection (b) Planned Development, and <br />this use is permitted. He said that the City Council, after a public hearing, <br />proper notice, and after receiving the recommendation by the Planning and <br />Zoning Commission could authorize the creation of a Planned Development <br />District; a (b) District for housing development or Community Unit <br />Development, and if that is approved, it would still be subject to the remaining <br />pro visions of the ordinance that deal with Planned Development, including <br />the requirement of a Comprehensive Site Plan, which would have to be filed <br />and approved by the permitting section of the City of Paris. He said it would <br />also have to come before the City Council again for approval of the site plan, <br />
