E., appeared before the City Council <br />explaining that he and his dad own property adja cent to this property in <br />question at 3605 N. W. Loop, and looking at it from a businessman’s point of <br />view, he felt the development would increase the value of their property. Mr. <br />Cunningham said the Loop is the best place to have commercial property and <br />stated that he was in favor of the zoning change. <br />Betty Hardy, Powderly, Texas, came forward telling the City Council that she <br />is a member of the Paris Ch urch of God. Ms. Hardy said there are assisted <br />living facilities on the north and east side of the city and it would be great to <br />have one on the west side of the city. <br />th <br />Louis Bowerman, Sr., 261 26 S. E., appeared before the City Council stating <br />that he is a member and trustee of t he Paris Church of God and considers <br />himself a property owner in West Paris. Mr. Bowerman said he was in full <br />support of the building of the assisted living facility by his church. <br />t h <br />Nick Hay nes, 1353 N. E. 20 Street, came forward advising that he was a <br />member of the Paris Church of God Church along with being the Minister of <br />Music. Mr. Haynes stated that he was in favor of this zoning change and that <br />the City of Paris could use more progress. He said this facility would beautify <br />the west side of Paris. Mr. Haynes stressed the need for this type facility. <br />Mayor Pfiester called for opponents to appear, and Vergie McKinney, 3620 <br />West Houston, appeared stating that what Mr. Spencer failed to tell the City <br />Council was that they are going to borrow the money through HUD to build <br />this complex. Ms. McKinney pointed out that there is a lake on this property <br />and that your older citizens will be able to get around and this could cause a <br />big problem because if one of the tenants got away, they could fall in the <br />pool, get lost, or could be in the street. Ms. McKinney stated that she did not <br />believe that the commercial zoning is the proper zoning for this property. <br />th <br />Deloria Redus, 320 S. W. 34 Street, appeared before the City Council <br />advising that she has lived in West Paris about 48 years and she has always <br />wanted things to come to West Paris. Ms. Redus said she did not have <br />anything against assisted living, but she agrees with Ms. McKinney regarding <br />
