The motion carried 6 ayes, 0 nays. <br />Mayor Pfiester declared the public hearing open on the petition o f Ray <br />Spencer for a change in zoning from a One-Family Dwelling District No. 2 (SF- <br />2) to a Commercial District (C) on Lot 6, City Block 331, being located in the <br />3600 Block of Loop 286 N. W. <br />Mayor Pfiester called for proponents to appear and Ray Spencer, Route 11, <br />Paris, Texas, appeared before the City Council advising that he was speaking <br />on behalf of the Paris Ch urch of God for the zoning of an Assisted Living <br />Complex to be built on Lot 6, City Block 331, which is on the N. W. Loop. Mr. <br />Spencer explained to the City Counci l that this is going to be a 40 unit <br />complex with an estimated cost of 3.5 million dollars to build. He said the <br />cost for a person living in the complex will be anywhere from $2,100.00 to <br />$2,500.00. Mr. Spencer advised the City Council that they requested <br />Commercial zoning, but if they cannot get the Commercial zoning, the Multi- <br />Family Dwelling District will work for the m. They would accept that type <br />zoning. Mr. Spencer explained that Paris has a great need for this type of <br />operation. <br />th <br />Reverend O. D. Robinson, 230 46 S. W., came forward speaking in favor of <br />the assisted living facilities, and asked for those in the audience who <br />supported this operation to stand. <br />Rita Mae Shook, 3520 W. Houston, was present speaking for the zoning <br />change so that they can build a beautiful retirement home with assisted living <br />for the senior citizens. <br />Kelvin Black, 3545 West Houston, came forward also supporting the zoning <br />change. Mr. Black stressed to the City Council that the property will only be <br />used for the construction of an assisted living complex. <br />th <br />June Robinson, 230 46 S.
