MINUTES OF THE JOINT SPECIAL MEETING OF THE
CITY COUNCIL AND AIRPORT ADVISORY BOARD
JUNE 28, 2001

The City Council of the City of Paris met in special joint session with the
Airport Advisory Board, Thursday, June 28, 2001, 6:00 P. M., Paris Junior
College, Applied Technology Building, Room 1016, 2400 Clarksville Street,
Paris, Texas. Mayor Michael J. Pfiester called the meeting to order with the
following Council Members present: John F. Bell, Joe E. McCarthy, Richard
Manning, Kevin Gray, and Benny Plata. Those present from the Airport
Advisory Board were Chairman Victor Ables, Vic Ressler, James Ashmore,
and J. B. Ritchey. Also present were City Manager Michael E. Malone, City
Attorney Larry W. Schenk, and City Clerk Mattie Cunningham.

Invocation was given by W. E. Anderson, Director of Finance for the City of
Paris.

Mayor Pfiester called for a joint discussion with the Airport Advisory Board
and action on proposed plans and specifications for various configurations of
T-hangars at Cox Field. Mayor Pfiester explained that the reason for the joint
meeting was that there seems to be several opinions about appropriate T-
hangars at the airport.

Tommy Haynes, Project Coordinator for the City of Paris, came forward and
brought the City Council and Airport Advisory Board up to date on the events
surrounding the proposed construction ofT-hangars at Cox Field. Mr. Haynes
advised that in March 2001, the City Council authorized going out for bids for
a seven unit T-hangar. Bids were advertised on April 29th and May 6, 2001,
and those bids were opened on May 8,2001. Mr. Haynes said that on May 14,
2001, the bids were presented to the City Council and, at that time, the City
Council tabled action on the bids and referred the matter back to the Airport
Advisory Board so the Board could say whether they wanted a seven unit or a
ten unit T-hangar. The Board met on May 29,2001, and City Council received
minutes from the Airport Advisory Board recommending the seven unit T-
hangar. Mr. Haynes advised that at this time, all bids had been rejected by
City Council on June 11,2001.
