ORDINANCE NO. 1846 . <br />AN ORDINANCE CREATING A POI,ICE RESERVE UNIT IN THE CITY OF <br />PARIS; DEFINING THE REGULATIONS AND CONTROL OF SAID POLICE RESERVE <br />UNIT; PROVIDING FOR MONTHLY TRAINING OF SAID RESERVE UNIT; SETTING <br />FORTH THE QUALIFICATIONS OF THE MEMBERS OF SAID RESERVE UNIT AND <br />THE MANNER OF THEIR SELECTION; DEFINING THE OFFICERS OF SAID UNIT; <br />PROVIDING FOR CERTAIN RESTRICTIONS ON CARRYING A PISTOL OR REVOLVER <br />ON OR ABOUT A MEMBER OF SAID RESERVE UNIT OR IN HIS AUTOMOBILE; <br />PROVIDING FOR UNIFORMS, BELTS AND HOI.STERS, AND FOR THE TAKING OF <br />THE OATH OF OFFICE OF THE MEMBERS OF SAID RESERVE; PROVIDING FOR <br />THE TERMINATION QF MEMBERSHIP OF SAID RESERVE; FROVIDING FOR DISSO- <br />LUTION THEREOF AT THE WILL OF THE CITY COUNCIL; PLACING CERTAIN <br />FUNCTIONS OF SAID PARIS POI.ICE RESERVE UNIT UNDER THE CHIEF OF <br />POLICE,OR HIS ASSISTANT, OF THE REGULAR POLICE DEPARTMENT; PROVID- <br />ING Ff7R GENERAL RULES AND REGLJLATIONS GOVERNING THE COiVDUCT OF THE <br />MEMBERS OF SAID RESERVE; PROHIBITING CERTAIN ACTS ON THE PART OF <br />THE MEMBERS OF SAID RESERVE; AND PROVIDING FOR SUSPENSION OR DIS.- <br />MISSAL FOR CERTAIN VIOLATIONSo <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS: <br />Section 1, There is hereby created a Police Reserve Unit under <br />the conditions, rules and regulations hereinafter set out. <br />Section 2. The purpose of the Police Reserve Unit shall be to <br />assist and augment the regular Police Department of the City of <br />Paris, Texas. <br />Section 3, The opera-tion of the Folice Reserve Unit shall be <br />subject to the policy determination of the City Council of the City <br />of Paris, Texas. <br />a, The City Council at any time shall have the right to <br />amend the rules and regulations; adjust the policy; <br />suggest procedural changes; and to expand or decrease <br />the membership, or disband, the garis P°olice Reserve <br />Unit. Any fundamental policy changes in the operation <br />of said Reserve Unit shall be subject to review and <br />approval by the Chief of Police, the City Manager and <br />the City Council. <br />Section 4. Regular meetings of the Police Reserve Unit shall <br />be held in the City Hall building on the First Thursday of each <br />month at 7:30 P. M. and presided over by the Commanding Officer of <br />the Reserve Unit or his designated assistant under supervision of <br />the Chief of Police. To such an extent as possible, parliamentary <br />rules shall be observed and proper order maintained. During these <br />monthly meetings instruction will be had on police efficiency. It <br />is recognized that the Police Reserve Unit is a voluntary organiza- <br />tion and for that reason, strict military discipline is not to be <br />desired. Howevex, proper functioning and effective service to the <br />City requires that certain rules and regulations be made and observed. <br />a. A member must attend 5056 of the meetings during each <br />quarter, and perform patrol or other Police activiM <br />ties a minimum of 50% each quarter. Legitimate <br />reasons for absence will be accepted, but must not <br />become habitual. <br />
