That failure of Southwestern Bell Telephone Company to install a modern, dial telephone system in the City of Paris, Texas, on or before November l, 1953, shall cause the rates provided for in Section 1 hereof to terni.i.nate, and the rates authorized to be charged by said Coripany on October l, 1951, are established as the rates auth- erized to be charged by said cor,lpany after November 1, 1953, until su.ch dial telephone system is installed and placed in operation, at which time the rates herein specified in Section 1 shall again go in effect, provided that the City Council may grant the Company an extension of time in which to install the dial system for a definite and specific period of time, if and when, such ex.tension appears to, and is found by the City Council to be warranted by reason of delays caused by orders, laws or regulations of United States governmental author3.ty,
