Section 3. That nothing in this ordinance shall be construed as in any manner, now or hereafter, limiting or modify- ing the right and power of the City Council under the law to regu- late the rates charges by Southwestern Bell Telephone Company for its service within the City of Paris. Section 4. This ordinance shall become effective Novem- ber 1, 1951, provided written acceptance of the terms and provi- sions hereof has been received by the CitS* Clerk of the City of Paris prior to such date.
