Comprehensive Plan, City of Paris, Texas <br />Future Land Use <br />Martin Luther King Street (from 3rd St. NW / 6th St. NE): This project needs to be <br />completed to provide further east-west access to west quadrants of the City. Additionally, <br />it will enhance the fire protection issues in these quadrants, given the new location of the <br />central firehouse. <br />Collegiate Drive. (from FM 1507 to LP 286): This highway needs to be re-aligned south <br />of FM 1507 (Jefferson Rd.) so that it matches-up with Collegiate Drive north of FM 1507, <br />and then paved, with a similar typical section to that of 24th Street SE from College Street <br />to FM 1507. The need for this is obvious given the location of our Civic Center, and the <br />inadequacy of FM 1507 east of Colleg iate Drive to provide adequate access to this location. <br />Additionally, the extension of Collegiate Drive on a new alignment will afford the <br />opportunity to "clean-up" the existina intersection of Collegiate Drive and FM 1507. <br />Lamar Avenue (from 20th St. NE to Collegiate Dr.): This section needs to be widened <br />with a dedicated continuous two-way left turn lane. The 1997 traffic counts for this facility <br />are 14,100 vpd. In addition to widening this roadway, the City needs to address drainage <br />improvements in this area at the same time. Enlarged storm sewers with more-frequent <br />drop inlets may be the answer. This project may require additional right-of-way. <br />Lamar Avenue (from 13th St. NE to 20th St. NE): This section needs to be widened, with <br />a dedicated continuous two-way left turn lane. The 1997 traffic counts for this facility are <br />also 14,100 vpd. In addition to widening this roadway, the City needs to address drainage <br />improvements in this area at the same time. Enlarged storm sewers with more-frequent <br />drop inlets may be the answer. Unfortunately, this project will require additional right-of- <br />way that will eliminate most frontage parking areas along this route. <br />US 82 (LP 286): Grade Separation at Collegiate Drive <br />US 82 (LP 286): Grade Separation at Pine Mill Road <br />Pine Mill Road: The extension of Pine Mill Road from 30th Street NE to Collegiate Drive <br />would enhance mobility in this area, particularly on school days (proximity of Aiken <br />Elementary School). <br />Traffic studies should be conducted to assess future road improvement options, including: <br />• Extension of the Lamar/Clarksville couplet east to 17`h Street; <br />• 7`n NW _ Loop 286 to County jail for better access to industrial districts and to relieve <br />truck traffic in residential areas; and <br />• The Downtown, to review one-way streets patterns. <br />FUTURE LAND USE PLAN <br />The City of Paris Comprehensive Plan indicates Growth Areas on the Future Land Use Plan <br />map. Future land uses within the study are projected to be comprised of commercial, office, <br />industrial and residential uses. Based on land use planning principles and development patterns <br />in the Growth Areas, future land use is projected to follow the patterns identified on the Future <br />5A9828S\wPCU'ma1 rcpwn 2-01.doc 43 B WR <br />
