Comprehensive Plan, City of Paris, Texas <br />Future Land Use <br />Through the Subdivision Regulations, developers can be required to set aside park land or fees <br />for the recreation system. Fees collected in lieu of parkland dedication could be directed towards <br />a recreation facility that contributes to the entire community such as a City-owned, community <br />recreation center. <br />The opportunities for linkages and linear connections should be examined as park or recreation <br />areas are planned and developed. Linkajes could be to newly designated recreation areas or to <br />existing neighborhood or community parks and special use areas. <br />ENVIRONMENTAL PLANNING <br />As the City's growth demands lead to development pressures to the north, protecting the <br />environmental integrity of the City's back-up reservoir at Lake Crook becomes critical. Long- <br />term protection of Pat Mayes Lake becomes important, as well, which indicates the need for <br />City-county cooperation. The Comprehensive Plan is a place to list potential sources of <br />contamination for groundwater and surface water. These are relevant to the long-term <br />cleanliness of the two lakes, and those considerations include: <br />• Accidental spills along transportation corridors <br />• Pesticide use <br />• Landfills <br />• Dumps <br />• De-icing salt usage <br />• Animal feedlots <br />• Septic tanks <br />• Lagoons <br />• Leaking underground storage tanks or pipelines <br />• Improperly abandoned wells <br />• Water supply wells <br />• Dry wells and sumps <br />• Graveyards <br />• Mining <br />The Comprehensive Plan designates the publicly owned land in and around Lake Crook as <br />"Protection Areas." The plan includes recommendations to control density of development in <br />and around the lake, as well as point-source and non-source pollutants. The reservoir and Lake <br />Crook protection efforts must start with City-county cooperation between the City of Paris and <br />Lamar County. City zoning and subdivision regulations should be subject to continual review to <br />ensure implementation of the Lake Crook protection objectives of the plan. <br />S:\98288\WPCVina1 rcport 2-0I.Jcx 53 BWR <br />
