Comprehensive Plan, City of Paris, Texas
Future Land Use
Through the Subdivision Regulations, developers can be required to set aside park land or fees
for the recreation system. Fees collected in lieu of parkland dedication could be directed towards
a recreation facility that contributes to the entire community such as a City-owned, community
recreation center.
The opportunities for linkages and linear connections should be examined as park or recreation
areas are planned and developed. Linkajes could be to newly designated recreation areas or to
existing neighborhood or community parks and special use areas.
ENVIRONMENTAL PLANNING
As the City's growth demands lead to development pressures to the north, protecting the
environmental integrity of the City's back-up reservoir at Lake Crook becomes critical. Long-
term protection of Pat Mayes Lake becomes important, as well, which indicates the need for
City-county cooperation. The Comprehensive Plan is a place to list potential sources of
contamination for groundwater and surface water. These are relevant to the long-term
cleanliness of the two lakes, and those considerations include:
• Accidental spills along transportation corridors
• Pesticide use
• Landfills
• Dumps
• De-icing salt usage
• Animal feedlots
• Septic tanks
• Lagoons
• Leaking underground storage tanks or pipelines
• Improperly abandoned wells
• Water supply wells
• Dry wells and sumps
• Graveyards
• Mining
The Comprehensive Plan designates the publicly owned land in and around Lake Crook as
"Protection Areas." The plan includes recommendations to control density of development in
and around the lake, as well as point-source and non-source pollutants. The reservoir and Lake
Crook protection efforts must start with City-county cooperation between the City of Paris and
Lamar County. City zoning and subdivision regulations should be subject to continual review to
ensure implementation of the Lake Crook protection objectives of the plan.
S:\98288\WPCVina1 rcport 2-0I.Jcx 53 BWR
