Comprehensive Plan, City of Paris, Texas <br />Future Land Use <br />PLANNING RECOMMENDATIONS <br />Based on the public charrette workshop results, the existing land use patterns of the City, and the <br />future land use plan, the following recommendations should be followed in implementing the <br />plan, the vision for which is illustrated on the "Future Land Use Plan" map. <br />Recommendations-Residential Development <br />Encourage compatibility among land uses as the City reviews expansion of residential <br />and commercial development. <br />• Amend zoning regulations to expressly require site plan review procedure, in all <br />multifamily and non-resident districts. <br />• Adopt screening and landscape standards to ensure compatibility between higher- <br />density and existing low-density residential districts, as well as between residential <br />and non-residential districts. <br />• Update landscape requirements for off-street parking screening. <br />• Adopt design standards for reviewing multifamily development which address: <br />• Site appropriateness, <br />• Building arrangement, <br />• Access, <br />• Parking and circulation, <br />• Service facilities, <br />• Outdoor storage, <br />• Buffers from neighboring land uses, and <br />• Signage and lighting. <br />Plan for development in the Paris Growth Areas in "Urban Service Areas" of the <br />urban fringe and newly annexed territory where indicated on the Future Land Use <br />Map. <br />• Prepare for low-to moderate-density residential development in urban fringe areas by <br />planning for and dedicating rights-of-way for future local arterial roads leading to and <br />from Loop 286 Highway corridors. _ <br />• Apply the new CIP process to plan for extension of municipal utilities over five-year <br />periods. <br />Stabilize existing residential neighborhoods. <br />• Create financing through "Neighborhood Reinvestment Act" programs and targeted <br />special assessments. <br />• Partner with the private sector to fill a market void in middle-range housing market <br />demand. <br />• Implement site plan review to protect established areas from new development. and <br />• Target capital improvements to maintain infrastructure in established neighborhoods, <br />such as sidewalk in-fill development. <br />S:\98288\WPC.lfinal repon 2-01.<kx 54 B WR <br />
