Comprehensive Plan, City of Paris, Texas <br />Future Land Use <br />Establish a Neighborhood Enterprise Zone west of the Central Business District <br />where Older Residential Areas Have Had Extensive Residential Demolition and <br />Clearance. <br />• The state of Texas allows for tax abatement and other economic incentives to invest <br />in distressed land use areas. Such efforts are designed to encourage development or <br />redevelopment that otherwise might not occur and to eliminate the concern which <br />some property owners may have about higher taxes which result from new investment <br />in their property. This type of district can also help induce further rehabilitation <br />efforts. <br />Create Manufactured Housing Standards for Affordable Housing Infill in <br />Residential Enterprise Zones. <br />Create a Downtown Enterprise Zone. <br />• The City Commission may further induce private improvements in downtown <br />through a municipally desijnated "Downtown Enterprise Zone". Within the zone, a <br />policy could be implemented for waiving fees for all City permits, inspections and <br />other development related fees. While this policy would be nominal in lost revenue <br />to the City, it will demonstrate an additional public financial commitment to <br />encouraging redevelopment. <br />Further, by packaging this policy with other public incentives, such as the tax <br />increment rebate and possible CDBG or other grant funds, it will demonstrate a clear <br />public policy for strengthening the downtown. <br />• Develop downtown design standards that will ensure a unified appearance of <br />buildings in the CBD, as presented in Appendix E of this plan. <br />Recommendation-Paris Beautification <br />Adopt a Master Streetscape Plan as a Contribution to the Beautification Program and <br />the Paris Blue Ribbon Panel. <br />• To enhance and improve the visual appearance of the City a master streetscape plan <br />along local arterial road comidors should be developed. Such a program should <br />include trees, street lighting, enhanced traffic signals, storm water drainage, curbs and <br />gutters, etc. Anytime visible public investment is made in a commercial area, new <br />private investment considers an area more favorably.
