The applicant will have the burden of demonstrating the reasons <br />for differing treatment on different sides (e.g., the need for truck access on one <br />side and pedestrian access on another). <br />Long expanses of overhead doors should be relieved by matching their color to <br />the wall or trim, recessing the doors, or adding architectural details to diminish <br />the dominance of the doors. <br />Recommendations-Environmental Protection <br />The City should adopt a surface water protection program to provide a mechanism for <br />increased protection of the back-up, emergency water supply of Lake Crook through efforts <br />at the state and local level. Based on recommendations from the Texas Natural Resource <br />Conservation Commission (TNRCC), the City should specify wellhead protection <br />standards for groundwater protection. These elements are also applicable to surface water <br />protection. <br />Delineate a Lake Crook Protection Area; <br />2. Identify potential sources of contamination within the delineated area; <br />3. Specify roles and duties of local government entities; <br />4. Develop a management approach for land uses within the delineated area; <br />5. Develop a contingency approach for an emergency water supply; and <br />6. Ensure public awareness and participation. <br />The City should support continued study of the environmental threats to Lake Crook, <br />independently, and in concert with the TNRCC. The City should also participate in the <br />Northeast Texas Regional Water Plan (Senate Bill 1 Plan). Procedures for continual <br />review of state and federal environmental requirements should be evaluated and adopted. <br />Initiate a maintenance assurance program for property owners within the delineated L;ake <br />Crook Protection Area with on-site septic systems. The program should include an <br />education and awareness element that includes the Pat Mayse Lake area, as well. <br />Recommendations-Concentrated Feeding Operation Standards <br />The new site plan review procedures should be applied in the "Passive Recreation/Low <br />Impact Recreational" areas to assure compliance with all TNRCC requirements to protect <br />against water contamination from feedlots. All proposed Concentrated Feeding <br />Operations should be subject to City of Paris site plan review. The site plan submittal <br />should demonstrate how the following conditions are met: <br />• All wastes from a concentrated animal feeding operation should be controlled so <br />that there is no discharge of waste (including stormwater runoff that comes in <br />contact with animal waste) from the property; and no discharge of wastes, <br />S:V8288\WPClfinal rcpun 2-01.doc 74 BWR <br />
