Comprehensive Plan, City of Paris, Texas <br />Future Land Use <br />directly or indirectly, to surface or subsurface waters, including sinkholes, dry <br />stream beds, flowing streams, wet weather tributaries, and drainage ditches. <br />• The no-discharge requirements of the TNRCC, Division of Environmental <br />Quality, should be met. <br />• A copy of any TNRCC permitting or similar approval, if required, should be <br />submitted with the Site Plan Review. <br />• Separation requirements of the TNRCC for Concentrated Feeding Operations <br />should be met. <br />Such reviews should be placed as an item on the regular meeting schedule of the Planning <br />Commission. A notice of the meeting should be sent to landowners in the notification <br />areas. <br />Recommendation-Public Facilities <br />Research and Consider Adoption of an "Adequate Public Facilities" Policy Relating <br />to Road Improvements, Public Utilities and Other Capital Improvements in the <br />Newly annexed Areas of Paris. <br />• Establish fees for developer contributions as part of an "Adequate Facilities" policy <br />relating to arterial streets, public utilities and related development improvements on <br />unplatted lots in Paris. <br />• Restrict development approval where public facilities need to be extended based on the <br />readiness of the public to invest. <br />Examine alternative means of funding major road improvements, for example, an <br />impact fee for engineering and construction, rights-of-way acquisition, utility <br />relocation, bridge construction, and other improvements associated with major road <br />development. <br />CAPITAL IMPROVEMENTS PROGRAMMING <br />In order to be effective, a capital improvements program (CIP) must integrate community <br />desires and goals in a formalized process of needs assessment and financial programming. <br />The recommended CIP for Paris includes a"Capital Facilities Team" or "Committee to <br />undertake a cooperative ranking process. The ranking of projects creates consensus among <br />participants. Appendix A, Capital Facilities Planning summarizes a basic process for the <br />City. Appendix A provides for the City to undertake the Capital Improvements Process <br />every year. The "Capital Facilities Committee" meets initially to list projects, and is <br />comprised of the City Manager, City staff inembers, a Planning Commissioner, and a City <br />Commission member.
