GENERAL INFORMATION REGARDING THE CITY OF PARIS <br /> AND LAMAR COUNTY, TEXAS <br /> <br />Location <br /> <br />The City of Paris, Texas (the 'City"), located some 105 miles northeast of Dallas, is the county seat of Lamar County (the <br />"County"). It is in the center of an eleven-county area and is the hub of retail trade, manufacturing, farming, medical care, and <br />other economic segments in this part of Texas. The City's location on U,S. Highways 271 and 82, Texas State Highways 19 <br />and 24, and Interstate Highway 30 (only 38 miles away) makes it conveniently accessible to all parts of the State as well as the <br />Southwest market. <br /> <br />Government <br /> <br />The City was incorporated in 1836 with the current charter adopted in November of 1948. The City operates under a <br />Council/Manager form of government, with seven council members elected from single member districts. The Mayor is elected <br />by the Council itself to serve as moderator of the group. The Council Members serve two-year staggered terms. The Mayor <br />and Council appoint the City Manager, the City Attorney and the Municipal Judge. The City is a Home Rule City with all powers <br />granted to home rule cities by the constitution and laws of the State of Texas. The Council enacts legislation, adopts budgets, <br />and determines policies of the city of Paris. The City Manager executes the laws and administers the government of the City. <br /> <br />Population <br /> <br />The City's 2000 Census figure of 25,498 is a 4.4% increase over the 1990 Census figure.
