U.S. Department of Hwsing and Orban DeveloQment <br />Carmunity Development Block Grant <br />Small Cities Program <br />Assurances <br />The applicant hereby assures and certifies that: <br />(a) It possesses legal authority to apply for the grant, and to execute the <br />proposed program. <br />(b) Its governing body has du2y adopted or passed as an official act a reso- <br />lution, motion or similar action authorizing the filing of the application, <br />including all urâ–º3erstandings and assurances contained therein, and directing and <br />authorizing the person identified as the official representative of the applicant <br />to act in connection with the application and to provide such additional informa- <br />tion as may be rew ired. <br />(c) It has canplied with all the cequirements of OMB Circular No. A-95 as <br />modified by 24 CFR 570.435 and that either: <br />(1) Any cormients and recomrieridations made by or through clearinghauses are <br />attached and have t,een considered prior to submission of the applicatian; or <br />(2) The required procedures have been folloraed and no camients oc recamiencla- <br />tions have been received. <br />(d) If an applicant is sutmitting an application for a Small Cities CortQre- <br />hensive Grant, the applicant has: <br />(1) Prepared a written citizen participation plan, which: <br />(i) Provides an opportanity for citizens to participate in the develapnent <br />of the application, encourages the sutmission of vieWS an praposals, particvlazly <br />by residents of blighted neighborhoods and citizens of law- and moderate-incane, <br />provides for timely responses to the propwals suhnitted, and schedules hearings <br />at times and locations which permit broad participation; <br />(ii) Prwides citizens with adequate information concerning the amaint of <br />funds available for proposed carmunity develofanent and housing activities, the <br />range of activities that may be undertaken, and other important program require- <br />ments; <br />(iii) Prwides for public hearings to obtain the views of citizens on countr <br />nity developnent and housing needs; and <br />(iv) Prwides citizens With an opportunity to su6mit camients concerning the <br />camiunity developnent performance of the applicant. <br />(2) Followed this plan in a manner to achieve full participation of citizens <br />in development of the application. The applicant shall also follow this plan to <br />achieve full citizen participation in all other staqes of the program. <br />If the applicant is su6mitting an application for aSnall Cities Sinqle Purpose <br />Grant, the applicant: <br />(1) Aas prepared and followed a written citizen participation plan that meets <br />the requirelnents of 24 CFR 570.431(c), and shall follow this plan to achieve full <br />participation in all stages of the program; <br />1 <br />
